SR-58 Reconstruction

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-078 on 12/08/00

History/Background:
The Village of Wellington passed Resolution No. 2000-43 to pursue federal–aid highway funding for improvements along SR-58 (North Main Street), in Wellington.

Current Conditions:
The existing facility is two lanes, with variable width shoulders. The existing right-of-way width varies between 50' and 60'. SR-58 is functionally classified as a rural minor arterial.

The average daily traffic (ADT) between SR-18 (Herrick Avenue and the Wellington north corporation line (NCL) is 9,920 (10/4/99 traffic count).  The speed limit is 35 mph.

Land use along SR-58 is a mixture of commercial, light industry and residential. Wellington High School is located on the west side of SR-58, about a ¼ mile south of Maple Street. There is fixed route Lorain County Transit (LCT) service along SR-58.

Proposed Project:
The proposed project involves the reconstruction of SR-58, from approximately 160' south of Maple Street to the Wellington north corporation line (NCL), including the addition of a two way left turn lane from Maple Street to the Village NCL.

This work includes excavation work to lower and widen the pavement, construction of concrete curb and gutters and the reconstruction of existing pavement, curb cuts and driveway approaches.  The project also includes the installation of traffic signals on SR-58 at the intersections of Maple Street and McCormick Street. The total length of the project is approximately 2,600'.

The total overall project cost of construction is estimated to be $1,038,882. The estimated cost of preliminary engineering (PE) is $98,990, funded by the Village.  The construction cost is estimated at $939,892 ($751,914 – STP and $187,978 - Wellington).  The right-of-way (RW) costs are undetermined.

Staff Assessment (Summary):

  • Since SR-58 is identified on NOACA's congestion management system (CMS) network, it is desirable to make this improvement to maintain its level of service to NOACA standards.
  • The proposed improvements should be compatible with bicycle travel.
  • Based on the information submitted, the proposed improvements will help improve traffic flow, reduce congestion and minimize potential traffic accidents.

The project sponsor has not determined whether the turn lanes for this project will be continuous or if there will be turn bays at intersections only. [The sponsor will provide this information at the November 17 Transportation Advisory Committee meeting.]

Bicycle Advisory Subcommittee (BASC):

North Main St. (SR-58) is marked "intermediate" on the Lorain bike map with generous lanes (14' - 15').  The area of the project is developing with local-oriented retail uses and should accommodate bicycles safely.  The roadway currently does meet federal guidelines, but this project as currently designed would negatively impact bicycle transportation.

Recommends this project be designed to include 14' lanes, per federal guidelines.
