History/Background: This project is included in ODOT District 3’s 2012 Pavement Program.

Current Condition: SR-57 is functionally classified as a rural major collector. SR-57 is a two-lane facility. The sponsor reports the pavement width is 24 feet with lanes 10 feet wide, two-foot-wide paved shoulders and one-foot-wide aggregate shoulders. The width of the existing right-of-way is 60 feet. The speed limit is 45 to 55 miles per hour. The average daily traffic varies between 1,100 and 6,000 vehicles per day (2007 count) with four to seven percent trucks.

Proposed Project: This project involves resurfacing SR-57 from SR-18 to the Lorain County line, in York Township (location map). The estimated cost of construction is $1,050,764. Eighty percent ($840,611) of the construction cost will be funded with State Surface Transportation Program funds. The non-federal share ($210,153) will be provided by ODOT. The project has an estimated award date of October 1, 2011.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #1 (System Preservation and Management).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • 2008 RPMS data shows a pavement condition rating (PCR) ranging between 60 and 71 (fair to poor, to fair condition) on this segment of SR-57. In 2011 (the year of construction) NOACA’s RPMS predicts a deteriorated PCR rating between 51 and 60 (poor, to fair to poor condition) and recommends major rehabilitation on this segment of SR-57. The RPMS estimates the cost of resurfacing to be $2,863,000.
