Title: SR-57/SR-254 Intersection Improvements in Sheffield Township

History/Background: This project was developed through ODOT’s Safety Program.
Current Conditions: SR-57 and SR-254 are functionally classified as urban minor arterials. SR-57 is a four-lane facility with lanes 12 feet wide and a left-turn lane 12 feet wide. The existing pavement width, including paved shoulders, is 36 feet, and the sidewalks are 4 feet wide. The width of the existing right-of-way varies from 145 feet to 172 feet. The average daily traffic (ADT) on SR-57 is 18,250 vehicles per day with 6 percent trucks (2005 count). The ADT on SR-254 is 13,900 vehicles per day (NOACA Lorain County Highway Traffic Counts, published May 2006). The legal speed limit on SR-57 is 50 miles per hour (mph).
Proposed Project: This project involves improving the intersection of SR-57 at SR-254 in Sheffield Township by constructing dual left-turn lanes on SR-57 and upgrading the traffic signal. The additional left- turn lane will be 12 feet wide. The total construction cost is estimated to be $480,000. Ninety percent (90%) of the construction cost ($432,000) will be funded with Safety Upgrading funds. ODOT will provide the remaining ten percent (10%) of the construction cost ($48,000). The project is expected to be awarded by February 2008.

- This project promotes NOACA’s Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goals 1 (System Preservation and Management) and 4 (Transportation Safety).
- Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The 2006 pavement condition rating (PCR) is between 89 and 95 (Very Good-Good) and in 2009 is projected to be 79-86 (Fair to Good).
