The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-012 on March 12, 2004.
Title: Reconstruction of SR-57 in Grafton

History/Background:
Traffic congestion along SR-57 is a problem. Delays along the two-lane facility during peak hours are caused primarily by left-turn movements. Residents have concerns regarding safety and delays when attempting to enter into traffic on SR-57. Additionally, the existing storm drainage is inadequate. The corridor is uncurbed and a “skeleton” storm sewer drains all runoff to Robson Ditch, which often fills to flood stage during rain, causing flooding in homes served by the storm sewer. The Village is planning additional commercial development and residential subdivisions for SR-57. Also, Commerce Drive will be extended (not with Federal-Aid Highway funding) to accommodate the anticipated development of Commerce Park including additional light industrial, office and commercial development.
Current Conditions:
SR-57 is functionally classified as a minor arterial. It is a two-lane facility twenty-two (22) feet wide with sidewalks four feet (4’) wide. The pavement width is twenty-six feet (26’). The existing right-of-way (RW) is sixty feet (60’). The average daily traffic (ADT) is 10,760 vehicles per day with about 3.5% trucks (2000 traffic counts). The adjacent land use along SR-57 is mainly commercial, industrial and multi-family and residential development. The speed limit is 35 miles per hour (mph).
Proposed Project:
This project involves reconstructing approximately 1.18 miles (6,250 feet) of SR-57, from the CSX railroad to the Grafton Village north corporation line (NCL), in the Village of Grafton. The project includes a two-way left turn lane throughout the corridor and a dedicated left-turn lane at each intersection. The proposed pavement width will be thirty-six feet (36’). The sidewalks will be four feet (4’) wide. The proposed RW is eighty feet (80’). The total cost of the project is estimated to be $4,460,000. The estimated total cost of the RW phase is $531,000. In accordance with the NOACA Regional Transportation Investment Policy, up to $240,500 can be funded with NOACA Surface Transportation Program (STP) funds. The estimated total cost for construction is $3,929,000. Eighty percent ($3,143,200) of the construction cost can be funded STP funds. The Village of Grafton will provide the respective non-federal share(s) of RW ($290,500) and construction ($785,800).
Staff Comment (Summary):
- The proposed project addresses NOACA’s Framework for Action 2025 Goal #3 (Preserve and Improve the Efficiency of the Existing Transportation System).
- Within the limits of the proposed project termini, only the portion of SR-57 from the CSX railroad to Parsons Road is categorized as “for cyclists with intermediate skills”. The segment of SR-57 from Parsons Road to the NCL is categorized as “for experienced cyclists only”.
- The bicycle accommodation is inadequate. The pedestrian accommodation is minimal.
- This project is not located in an Urban Core Community.
- Move for committee and public review in order to obtain comments.
Additional Staff Comment (since 1/16/04):
- A number of treatments are available to provide adequate accommodation, which staff can work with the project sponsor to achieve. These options include multi-purpose paths instead of sidewalks, wider curb lanes (at least 14’), bike lanes, lowering the speed limit, etc.
- Land Use - The project is the product of local land use decisions that appear to be inconsistent with NOACA’s transportation plan for the region.
