Resurfacing SR-57, SR-113 and SR-301in Elyria

History/Background: This project is included in ODOT District 3’s 2010 Urban Paving Program.

Current Conditions: SR-57 (Lorain Boulevard) is functionally classified as an urban principal arterial from SR-113 to I-80, and an urban minor arterial from I-80 to SR-254. SR-57 is a four-lane facility with lanes 12 feet wide, an inside shoulder four feet wide, an outside shoulder eight feet wide and a pavement width of 36 feet in each direction. The width of the existing right-of-way is 66 feet. The legal speed limit is 50 miles per hour (mph), and the average daily traffic (ADT) is 31,300 vehicles per day with about six percent trucks (2005 count).

SR-113 (John F. Kennedy Memorial) is functionally classified as an urban minor arterial. SR-113 is a four-lane facility with lanes 12 feet wide, an inside shoulder four feet wide, an outside shoulder eight feet wide and a pavement width of 36 feet in each direction. The width of the existing right-of-way is 60 feet. The legal speed limit is 50 mph, and the ADT is 15,000 vehicles per day with about five percent trucks (2005 count).

SR-301 (North Abbe Road) is functionally classified as an urban minor arterial. SR-301 is a four-lane facility with lanes 12 feet wide and a pavement width of 52 feet. The width of the existing right-of-way is 80 feet. Each side of SR-301 has sidewalks four feet wide. The legal speed limit is 50 mph and the ADT is 20,280 vehicles per day with about two percent trucks (2005 count).

Proposed Project: This project involves resurfacing along 1.69 miles of SR-57, from SR-113 to the Lakeshore Railway; 1.08 miles of SR-113, from the City of Elyria west corporation line to SR-57; and 2.26 miles of SR-301, from I-80 to the City of Elyria north corporation line. The project’s total cost is estimated to be $2,610,469. Eighty percent ($2,088,375) of the construction (C) cost will be funded with State Surface Transportation Program (S/STP) funds. The City of Elyria will fund the twenty percent ($522,094) non-federal share. The project has an estimated award date of January 1, 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
  • Recommend for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • SR-57: In 2006, the pavement condition rating (PCR) was 82, and is projected to be 67 in 2010. SR-57 carries between 13-117 buses per day in both directions from five LCT routes (#1, #2, #11, #31 and #70).
  • SR-57 already has 8 foot paved shoulders, which surpass the federal guidelines for appropriate accommodation for cyclists. However, due to speed, ADT, and continual merging, SR-57 is still very poor for cyclists.
  • SR-113: In 2006, the PCR was 80, and is projected to be 65 in 2010.
  • SR-113 already has 8 foot paved shoulders, which surpass the federal guidelines for appropriate accommodation for cyclists. SR-113 is usable by intermediate cyclists, as well as more skilled ones. Post “Share the Road” signs on SR-113.
  • SR-301: In 2006, the PCR was 71, and is projected to be 57 in 2010. SR-301 carries 43 buses per day in both directions from two LCT routes (#3 and #51).
  • After resurfacing SR-301, restripe the inside lanes at 11 feet and provide 3-foot paved shoulders instead of 2-foot paved shoulders.

Committee Review:

Bicycle Advisory Council (BAC)
  • For SR-57 and SR-113: Both have eight-foot paved shoulders, which surpass the federal guidelines (which call for six-foot paved shoulders for projects with the characteristics of these two roadway sections). However, due to speed, ADT, and continual merging, SR-57 is still very poor for cyclists. SR-113 is usable by intermediate and more highly skilled cyclists.

    For SR-301, restripe after resurfacing to 11-foot inside lanes, 12-foot outside lanes, and three-foot paved shoulders. Post "Share the Road" signs on SR-113 and SR-301.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
