Bridge Replacement on SR-511 in New Russia Township

History/Background: This project is included in ODOT District 3’s bridge program.

Current Conditions: SR-511 (Oberlin - Norwalk Road) is functionally classified as an urban major collector. The bridge is a two-lane facility and has a pavement width of 27 feet, including paved shoulders 2.5 feet wide. The width of the bridge deck is 32 feet. The speed limit is 55 miles per hour. The average daily traffic is 4,820 vehicles per day with 7 percent trucks (2005 traffic count). The structure has a general sufficiency rating of 50.3 (as of July 2007).

Proposed Project: The project involves replacing the structurally deficient bridge on SR-511, over a tributary of Beaver Creek, 0.31 mile northeast of Quarry Road in New Russia Township. The proposed structure will remain two lanes, but with lanes 12 feet wide and shoulders 4 feet wide. The total construction cost is estimated to be $225,000. Eighty percent ($180,000) of the construction cost will be funded from District 3’s Preservation (highways & bridges) Program. Twenty percent ($45,000) of the construction cost will be funded by ODOT. This project has an award date of October 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The general appraisal rating of this bridge is 4 (poor condition – advanced section loss. deterioration or spalling). The General Appraisal is defined as the lowest rating for the bridges superstructure or substructure.
  • The sufficiency rating is 50.3 (ratings range from 0-100%, with 100% being an entirely sufficient bridge and 0% being an entirely insufficient or deficient bridge).
  • Widening the lanes to 12’and the paved shoulders to 4’ will be a large improvement for cyclist safety on this bridge.
