Improve Signal at the Intersection of SR-3 and SR-606 in Hinckley Township

Title: Improve Signal at the Intersection of SR-3 and SR-606 in Hinckley Township

History/Background: This project was previously included in an ODOT district-wide signal contract (MED D03 TSG FY 2010 (B): PID No. 84025). Because the project involves additional right-of-way (RW), District 3 has removed this location from the district-wide project and made it a stand alone project (MED SR 3 – 20.66: PID No. 87403).

Current Conditions: SR-3 (Ridge Road) is functionally classified a rural major collector. SR-606 (Weymouth Road) is functionally classified as rural minor collector. The average daily traffic (ADT) on SR-3 is between 4,430 to 5,210 vehicles per day. The ADT on SR-606 is between 1,520 to 2,080 vehicles per day (NOACA Medina County Highway Traffic Counts, published February 2009).

Proposed Project: This project involves reconstructing the overhead flasher at the intersection of SR-3 and SR-606, in Hinckley Township (location map). The total cost is estimated to be $40,495. The estimated cost of right-of-way (RW) is $5,495. Eighty percent ($4,396) of the RW cost will be funded from State Surface Transportation Program (S/STP) funds. ODOT will fund the 20 percent ($1,099) non-federal share of RW costs. The estimated cost of construction is $35,000. Eighty percent ($28,000) of the construction cost will be funded from S/STP funds. ODOT will fund the 20 percent ($7,000) non-federal share of construction. The project can be constructed in 2010.

  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency and Safety of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goals #1 (Transportation Safety), #3 (Efficient, Reliable Traffic Flow) and #4 (System Preservation).

"I would like to commend NOACA for acting on installing a signal at this intersection. It has been 37 years since my Mother-In-Law was involved in a terrific accident at this intersection where a man ran the stop sign on 606 and hit her on Rt. 3, the week of my wedding. I want to thank you. She was traveling to the Medina County Achievement Center with a car full of chicken for the school children for a picnic. My mother-in-law, nor the chicken never made it to the picnic, but she did make it to the wedding with two black eyes. Thanks for finally handling it." - York Township Trustee
