Intersection Improvements at SR-3/SR-303 in Hinckley Township

Title: Improvements at the Intersection of SR-3 and SR-303 in Hinckley Township

History/Background: This project is the result of a safety study performed to determine the feasibility of installing left turn lanes on all four approaches to the intersection at the SR-3, SR-94 and SR-303 in Hinckley Township

Current Conditions: SR-3 (Ridge Road) and SR-303 (Center Road) are functionally classified as rural major collectors. SR-3 and SR-303 are two-lane facilities with lanes twelve feet (12’) wide. The average daily traffic (ADT) on SR-3 is between 4,850 to 4,880 vehicles per day and the ADT on SR-303 is between 6,860 to 9,950 vehicles per day (NOACA Medina County Highway Traffic Counts, published February 2006).

Proposed Project: This project involves the installation of left turn lanes on the four approaches at the intersection of SR-3/SR-94 and SR-94/SR-303, in Hinckley Township. The estimated total cost is $1,953,160 with an estimated right-of-way (RW) cost of $556,000. The RW costs will be borne by the project sponsor. The estimated cost of construction is $1,262,000., with 80-percent ($1,009,600) of the construction cost funded with State Surface Transportation Program (S/STP) funds. ODOT will fund the 20-percent ($252,400) non-federal share of construction. The estimated award date for construction is October 1, 2009.

Transportation Improvement Program (TIP) Team:
  • This project promotes NOACA’s Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goals 1 (System Preservation and Management) and 4 (Transportation Safety).
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • According to NOACA’s 2004 Accident Report, there were 32 accidents at this intersection between 2002 and 2004. Ten of these accidents involved injury. According to the report, this intersection was tied for the ninth highest accident intersection location in Medina County between the years 2002 and 2004.
