Title: SR-3 Resurfacing in Medina County

History/Background: This project is included in ODOT District 3’s pavement program. A section of SR-3 in Wayne County is also included in this project, but excluded from this planning review.
Current Conditions: SR-3 (Wooster Pike) is functionally classified as a rural minor arterial. SR-3 is a two-lane facility with lanes 12 feet wide and shoulders one foot wide. The existing pavement width is 26 to 40 feet. The width of the existing right-of-way varies from 60 to 66 feet. The posted speed limit varies from 25 to 55 miles per hour (depending on roadway segment). The average daily traffic varies (depending on the roadway segment) from 5,220 to 11,060 vehicles per day with eight percent trucks (2007 count).
Proposed Project: The Medina County portion of the project involves resurfacing 3.80 miles of SR-3 from theWayne/Medina County line to 0.11 mile south of the I-76 ramps in Westfield Township, Seville and Guilford Township. The estimated total construction cost is $1,638,000. Eighty percent ($1,310,400) of the construction cost will be funded from State Surface Transportation Program (S/STP) funds. ODOT will fund the twenty percent ($327,600) non-federal share of construction. The estimated award date for the project is October 1, 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goals #3 (Efficient, Reliable Traffic Flow) and #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- In fiscal year 2011, the pavement condition rating on this portion of SR-3 is projected to vary between 57-73, fair to poor, to fair condition. The regional pavement management system recommends that reactive maintenance be preformed at this time.

This is a resurfacing project only, and there are no restriping options that would better accommodate bicyclists.
