Title: Resurfacing SR-3 in Medina County

Current Conditions: Outside the City of Medina, SR-3 (Wooster Pike) is functionally classified as a rural minor arterial. SR-3 is a two-lane facility with lanes twelve feet (12’) wide and shoulders one foot wide. The existing pavement width is 26 feet. Within the City of Medina, SR-3 (South Court Street) is functionally classified as an urban minor arterial. It is a two-lane facility with lanes twelve feet (12’) wide (three lanes, twelve feet wide at the intersections) and sidewalks five feet wide. The existing pavement width varies between 26 and 36 feet. The width existing right-of-way is 60 feet. The posted speed limit is 55 miles per hour (mph). Average daily traffic (ADT) is 10,330 vehicles per day with seven percent trucks (2004 count), and the projected (i.e. 2014) ADT is 11,360 vehicles per day.
Proposed Project: This project involves resurfacing 7.16 miles of SR-3, from 0.11 mile south of the I-76 ramps, to US-42 (Lafayette Road) in Seville, Guilford Township, Montville Township and Medina. The total construction cost is estimated to be $1,653,100. Eighty percent ($1,322,480) of the construction cost will be funded from State Surface Transportation Program (S/STP) funds. ODOT will fund the twenty-percent ($330,620) non-federal share of construction. The sponsor estimates the project can be awarded in State Fiscal Year 2008.

- Project will satisfy Goal #1 (System Preservation and Management) of ODOT’s Access Ohio and Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Connections 2030.
- Advance to committee and public review with the understanding that the sponsor will make a good-faith effort to address questions and comments.
Regional Transportation System (RTS) Team:
- The 2006 pavement condition rating (PCR) ranges from 53-65 (Fair-Poor) and is projected to degrade to 47-55 (Poor) in 2009.
- This section of SR-3 is categorized as for intermediate cyclists at the north part in the City of Medina, and for experienced cyclists only on the rest of this section of the roadway on the Medina County Bike Transportation Map.

"The State Route 3 resufacing project in Medina County is definitely a much-needed improvement. I travel this road daily and have seen significant degradation in the road surface in the past two years. I support this project. I am not familiar with the other proposed project in Medina County.
