Title: Intersection Improvements at SR-301 and SR-611 in Sheffield Village

History/Background: This project is listed in ODOT District 3 Maintenance Program.
Current Conditions: SR-301 (Abbe Road) is functionally classified as an urban minor arterial. The pavement width on SR-301 is 64 feet. SR-301 has four 12-foot wide lanes south of SR-611, and five 12-foot wide lanes north of SR-611. The width of the existing right-of-way (RW) on SR-301 is 115 feet (average). The average daily traffic (ADT) on SR-301 is 9,650 vehicles per day with 3 percent trucks (2008). The speed limit on SR-301 is 45 to 50 miles per hour.
SR-611 (Colorado Avenue) is functionally classified as an urban principal arterial. The pavement width on SR-611 is 64 feet. SR-611 has five 12-foot wide lanes. The width of the existing RW on SR-611 is 90 to 120 feet. The ADT on SR-611 is 20,380 vehicles per day with 7 percent trucks (2008). The speed limit on SR-611 is 50 miles per hour.
Proposed Project: The proposed project involves improvements to the intersection of SR-301 and SR-611 in Sheffield Village (location map). The work will include modifying the existing dual southbound left turn lanes to create a single left turn storage lane that will be aligned with the northbound left turn storage lane. The existing painted pavement markings (center lines, edge lines, lane lines, channel lines and all auxiliary lane markings) on all approaches of the intersection will be replaced with long life thermoplastic/epoxy markings. The traffic signal will be reconstructed and the northbound and southbound left signal phases will be changed from protected left turn phasing to permissive-protected left turn phasing. LED (light-emitting diode) signal lenses and back plates will be used to enhance signal head visibility. The estimated total cost is $220,000. Ninety percent ($198,000) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT will fund ten percent ($22,000) of the construction cost. This project has an estimated award date of May 27, 2010.
