The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-057 and as a proposed amendment to the TIP by adopting Resolution 2004-058 on December 10, 2004.
Title: Minor Pavement Rehabilitation on SR-2 in Wickliffe, Willowick, Eastlake, Willoughby Sponsor: ODOT-District 12 Estimated Total Cost: $20,000,000 Proposed Source of Federal Funds: ODOT
History/Background: This project is included in ODOT District 12’s 2006 Pavement Program, Bridge Program and Major Rehabilitation Program. This project is a result of the Lakeland Freeway (SR-2) Major Investment Study (MIS) completed in 2003. NOACA Governing Board Resolution No. 2004-037 amended the NOACA Transportation Plan and Transportation Improvement Program (TIP) with PID No. 13486: LAK SR002-03.63 a widening and reconstruction project on SR-2, from Beidler Drive to Richmond Road, in Willoughby, Mentor and Painesville Township.
Current Conditions: SR-2 is functionally classified as an urban freeway. This section of SR-2 is three lanes in each direction with a pavement width of 36’ (in each direction). The legal speed limit is 60 miles per hour (mph). The average daily traffic (ADT) varies between 81,310 and 93,780 vehicle per day (depending on roadway segment) 2002 traffic count.
Proposed Project: The project involves the minor rehabilitation of approximately four miles of the Lakeland Freeway from the Cuyahoga/Lake County line to East 361st Street, in Wickliffe, Willowick, Eastlake and Willoughby (i.e. the adjacent section to the west of PID No. 13486: LAK SR002-03.63) and includes interchange modifications and work on several bridges and bridge decks (included in projects previously programmed in the TIP), but no lane additions. The total construction cost is estimated to be $20,000,000. Eighty percent (80%) of the construction cost ($16,000,000) will be funded with National Highway System (NH) funds from District 12’s Multi-Lane Major Rehabilitation Program allocation. Twenty percent (20%) of the construction cost ($4,000,000) will be funded by ODOT. This project has an estimated award date of January 1, 2006 (SFY 2006).

- This project promotes NOACA’s Framework For Action 2025 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
- This project does not directly serve Environmental Justice (E.J.) populations.
- Best available practices should be used to avoid watershed degradation during and after construction.
- The Pavement Condition Ratings (PCRs) throughout the project area are within the poor category.
- Move for committee and public review in order to obtain comments.
