Title: Bridge Maintenance along SR-2 and I-90 in Lorain County

History/Background: This project is included in ODOT District 3’s bridge maintenance program.
Current Conditions: SR-2 is functionally classified as an urban freeway/expressway. The average daily traffic (ADT) is 54,090 vehicles per day with 5 percent trucks (2005 count). I-90 is functionally classified as an urban principal arterial interstate. The ADT is 64,160 vehicles per day with 11 percent trucks (2005 count). Pavement width on SR-2 and I-90 is 38 feet (in each direction), including two lanes 12 feet wide, inside shoulders four feet wide and outside shoulders ten feet wide. Bridge deck widths vary from 36 to 54 feet. The legal speed limit for both SR-2 and I-90 is 65 mph.
Proposed Project: This project involves overlays to asphalt bridge decks on various structures located along SR-2, over an (abandoned) Conrail track and Murray Ridge Road, in Elyria Township; and along I-90, over SR-57, West River Road, the Black River, a park road and Ford Road, in Elyria. The total construction cost is estimated to be $495,000. Ninety percent ($445,500) of the construction cost will be funded from district’s Preservation (highways & bridges) Program. ODOT will fund the ten percent ($49,500) non-federal share. The project’s estimated award date is October 1, 2009.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
- Recommend for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- All bridges have a floor rating of 3, which indicate all are showing saturated areas on bottom side, indicating the deck is saturated with chlorides. Some bottom spalling may be present. Saturated areas and spalling do not exceed 30% of the total deck area.
- These bridges carry a total of six buses in both directions (three east and three west) from one LCT route (#70).
