Title: Resurface SR-283 (Lakeshore Boulevard) in Cleveland

History/Background: This project is included in ODOT District 12’s 2009 District Urban Paving Program.
Current Conditions: SR-283 (Lakeshore Boulevard) is functionally classified as an urban minor arterial, and is a four lane facility with a pavement width of 56 feet. The inside lanes are twelve feet wide and the outside lanes are sixteen feet wide. The sidewalks are five feet wide. The average daily traffic (ADT) is 8,000 vehicles per day with about two percent trucks (2003). The legal speed limit is 35 miles per hour (mph).
Proposed Project: The project involves resurfacing 2.95 miles of SR-283, from the City of Cleveland west corporation line (WCL) to the east corporation line (ECL), in Cleveland. The construction cost is estimated at $1,518,000. Eighty percent of the construction cost ($1,214,400) will be funded with State Surface Transportation Program (S/STP) funds. Twenty percent of the construction cost ($303,600) will be funded by ODOT. This project has an estimated award date of June 2009.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project meets NOACA’s “Connections 2030” Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The 2004 pavement condition ratings (PCRs) for this project area are between 50-91 (within the poor to very good range). Without any maintenance done on this section, in 2009 (the year of construction) the RPMS software degrades the PCRs in this area to between 31-70 (in the poor to fair range).
Committee Review:
Bicycle Advisory Council (BAC):
- Because this project is part of the Cleveland Lakefront Bikeway, it should include restriping for 5’ bike lanes to improve it for general public use. This would not be difficult due to the pavement width of 56’.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
- No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
Intergovernmental Review and Consultation (IGRC):
“RTA operates #39X, 39F, 39BX, and 239. RTA expects traffic to be maintained. Any improvements to the street that incorporate transit shelters, bus pads, and sidewalks would assist transit passengers.” – GCRTA
