SR-283 Pedestrian and Road Improvements in Grand River Village

History/Background: The Village of Grand River is the sponsor of a Safe, Accountable, Flexible, Efficient, and Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects (HHPP) Earmark No. 1204 (Road and related pedestrian improvements at SR 283). On March 22, 2006, the Village of Grand River approved Resolution No. 2006-030, for improvements to streets and sidewalks within the Village of Grand River.

Current Conditions: SR-283 (Lakeshore Boulevard) is functionally classified as an urban minor arterial. SR-283 is a two-lane road with lanes twelve-feet wide and no sidewalks. The width of the existing right-of-way (RW) is sixty feet. The average daily traffic (ADT) on SR-283 is 12,400 vehicles per day (NOACA Lake County Highway Traffic Counts Map, published March 2006). The posted speed limit is 25 miles per hour. The sponsor reports that SR-283 is well-traveled and pedestrians use the road edge. The sponsor asserts that a sidewalk along SR-283 will reduce the risk of injury for people that currently must walk the road. The sponsor also reports that road repairs are needed to improve poor road conditions for different streets in the Village.

Proposed Project:  The proposed project involves road and related pedestrian improvements at SR-283 in Grand River Village. The project consists of new concrete sidewalks, sidewalk repair, and repairs to existing asphalt roads. The sponsor is proposing this project to provide access for pedestrian travel along SR-283 and repair deteriorating road conditions. Village Resolution 2006-030 refers to repaving local roads, Julia Street, Barclay Street, Murphy Avenue and Wetmore Avenue and installing new sidewalks, five feet wide, along the south side of Lakeshore Boulevard, in the Village of Grand River. The total construction cost of the project is reported to be $68,000. The earmark total is $80,000. An obligation limit of 91% ($72,800) has been applied to the earmark total. Therefore, anything over $72,800 is the responsibility of the sponsor. The sponsor intends to administer the contract.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • The sponsor must provide for all costs over the obligation limit.
  • Advance to committee and public review in order to obtain comments.
Plan Forecast Team:
  • Refer to Regional Transportation System (RTS) Team and Bicycle Advisory Council (BAC) for review.
Regional Transportation System (RTS) Team:
  • Sidewalks would improve walkability in Grand River.
  • Move for committee and public review with consideration of comments.
Committee Review:
Bicycle Advisory Council (BAC):
  • Comments: This section of SR-283 is categorized as for cyclists with intermediate skills on the Lake County Bike Transportation Map. To the west of this project there are 12 miles of bike lanes on SR-283 (and a small section of path) from SR-91 in Eastlake to Corduroy Road in Mentor. Adding bike lanes to the ~2 mile section from Corduroy Road to River Street in Grand River would provide much better access from the points west to the Greenway Trail with its northern terminus at Jackson Street in Painesville.

    Recommendation: Install bike lanes, or create space for future bike lanes, on this roadway. Additionally, there should be sidewalks on both sides of the street.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
Intergovernmental Review and Consultation (IGRC):
