Title: SR-283 Resurfacing in Euclid

History/Background: This project is included in ODOT District 12’s 2010 City Paving Program.
Current Conditions: SR-283 (Lakeshore Boulevard) is functionally classified as an urban minor arterial. SR-283 is a five lane facility with two lanes in each direction and a center turn lane. The existing pavement width is 60 feet with curbs. The turn-lane is nine feet wide; the inside lanes are eleven feet wide and the outside lanes are twelve feet wide. The sidewalks are five feet wide. The average daily traffic is 18,900 vehicles per day with about one percent trucks (2003). The legal speed limit is 35 miles per hour.
Proposed Project: The project involves resurfacing 3.90 miles of SR-283, in the City of Euclid, from the east corporation to the west corporation line. The construction cost is estimated to be $2,900,000. Eighty percent ($2,320,000) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. Twenty percent ($580,000) of the construction cost will be funded by the City of Euclid. This project has an estimated award date of June 1, 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
- Recommend for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- In 2006, pavement condition ratings (PCRs) ranged between 69 and 70. In 2010, PCRs are projected to be between 56 and 57.
- This segment carried between 80-252 buses per day in both directions from seven GCRTA routes (#30, #34, #37, #39X, #39F, #94 & #806).
- This section of Lake Shore Boulevard is categorized as being for intermediate cyclists on the Cuyahoga County Bike Transportation Map. It is also part of the Adventure Cycling Midwest Lakefront route.
- This is a resurfacing only project with no restriping opportunities.

- Bicycle Advisory Council (BAC):
This is a resurfacing job only with no opportunities for restriping. Post "Share the Road" signs.
- Transit Council:
The Transit Council recommends that the resurfacing includes proper bus pads for the project as SR-283 has high volumes of bus traffic.
- Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
