SR-252 Resurfacing in Lorain and Medina Counties

Title: SR-252 Resurfacing in Lorain and Medina Counties

History/Background: This project is included in ODOT District 3’s SFY 2009 Pavement Program.

Current Conditions: In Lorain County, SR-252 (Columbia Road), from the Lorain County line to the Cuyahoga County line, is functionally classified as an urban minor arterial. In Medina County, SR-252 is functionally classified as a rural major collector from SR-57 (Spieth Road) to SR-303 (Center Road,) and an urban minor arterial from SR-303 to the Medina County line. SR-252 is a two-lane facility with a pavement width of 26 feet, including paved shoulders two feet wide. The lanes are eleven feet wide and the existing right-of-way is 60 feet wide. The average daily traffic (ADT) is 5,630 vehicles per day with about six percent trucks (2005). The legal speed limit is 55 miles per hour.

Proposed Project: This project involves resurfacing 12.41 miles of SR-252, from Spieth Road to the Medina County line, in York and Liverpool Townships (Medina County) and from the Lorain County Line, to Sprague Road along the Lorain/Cuyahoga County line, in Columbia Township (Lorain County). SR-252 will remain a two-lane facility with lanes eleven feet wide and paved shoulders two feet wide, but will include the construction of left-turn lanes at Buckeye School. The cost of construction is estimated to be $2,788,527. Eighty percent ($2,230,822) of the construction (C) cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT will provide the remaining twenty percent (20%) of the construction cost ($557,705). The project is expected to be awarded by October 2008.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project is currently portrayed on page 82 of the NOACA SFYs 2006 – 2009 TIP, dated May 13, 2005, with a note that reads “Subject to Project Planning Review”.
  • This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2006 pavement condition rating (PCR) 71-668 (Fair-Fair-Poor) and is projected to be 56-60 (Fair-Poor) in 2009.

Committee Review:

Bicycle Advisory Council (BAC):
  • This section of SR-252 has two 11’ lanes and 2’ paved shoulders). Due to the ADT and 55 mph speed limit, federal guidelines call for 6’ paved shoulders for experienced cyclists. However, this is a resurfacing project only. If possible, add more width to the paved shoulders. When major reconstruction work is done, provide at least 4’ wide paved shoulders. At this time, it is recommended to pave the existing shoulders and post “Share the Road” signs along the roadway.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
