History/Background: This project is included in ODOT District 12’s 2009 Bridge Program.
Current Conditions: SR-174 (Chagrin River Road) is functionally classified as an urban collector. The speed limit is 25 miles per hour (mph). The average daily traffic is 1,870 vehicles per day with three percent (3%) trucks. SR-174 is a two-lane facility with lanes thirteen feet (13’) wide (a pavement width of twenty-six feet). The width of the bridge is thirty feet (30’).
Proposed Project: This project involves replacing the bridge on SR-174, over a stream, in Gates Mills. The bridge will remain two lanes with lanes thirteen feet wide. The construction cost is $440,000. Eighty percent ($352,000) of the construction (C) cost will be funded with Bridge (BR) funds. ODOT will fund the remaining twenty percent ($88,000). This project has an award date of October 2007 (SFY 2008).

- Recommend this project be referred to the Transportation Water Quality Council (TransWAC) for its review and consideration review before moving to the Regional Transportation Investment Subcommittee (RTIS) and Transportation Advisory Committee (TAC) for action.
Regional Transportation System (RTS) Team:
- The General Appraisal is 5 (average) and the Sufficiency Rating is 61.6 (eligible for rehabilitation).
- The bridge and roadway around this project are categorized as for intermediate riders and provide 13’ lanes, which are good for a bridge/roadway with fairly low ADT, low speed, and no trucks.

Bicycle Advisory Council (BAC):
This area of Chagrin River Road is heavily used by cyclists; therefore, the BAC recommends that signage be posted directing cyclists to alternative crossings (possibly the nearby wooden bridge) during the construction period.
Transportation/Watershed Task Force:
Request that the project sponsor determine what category of headwaters stream is involved in the stream crossing. This investigation should be coordinated with NOACA and the Chagrin River Watershed Partners.
Request that the project sponsor investigate the feasibility of removal of concrete wier and drop structure located in the vicinity of the bridge crossing as part of the project’s implementation. This investigation should be coordinated with NOACA and the Chagrin River Watershed Partners.
