Bridge Replacement on SR-17 (Brookpark Road) in Brooklyn & Parma

History/Background:  This bridge project is included in the ODOT district 12 state fiscal year (SFY) 2004 bridge program.

Current Conditions: SR-17 is functionally classified as a minor arterial.   SR-17 is four lanes with a fifty-two-foot pavement and narrow sidewalks.  The average daily traffic (ADT) on SR-17 varies between 16,950 to 17,000 vehicles per day (1996 count).  The speed limit is 35 miles per hour (mph).   GCRTA's route #98 runs along SR-17, which carried 35,818 passengers in 2001 (i.e. an average of 140 passengers per weekday). 

Proposed Project: This project involves the replacement of a bridge located on SR-17 (Brookpark Road), over Big Creek east of Tiedeman Road in the Cities of Brooklyn and Parma.  The proposed project will be four lanes and a turn lane with a pavement width of sixty-two feet and widened sidewalks.    The estimated construction cost is $650,0000.  Eighty percent of the construction cost ($520,000) will be funded with Bridge (BR) funds.  ODOT will fund twenty percent of the construction cost ($130,000) and 100% percent of the $60,000 preliminary engineering (PE)/design cost. Construction will be programmed for SFY 2004.

Staff Comment (Summary):

  • The proposed improvement meets Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA's Framework for Action 2025 and Goal #1 (System Preservation and Management) of ODOT's Access Ohio.
  • The proposed project is located in the urban core.
  • Multi-modal accommodations should be considered at the improvement. Transit, bicycle and pedestrian access must be improved.  Sidewalk replacement should be included in the project.
  • Proper erosion and sediment control practices should be used during rehabilitation.  Culverts, if necessary, should be three-sided.
  • Only limited fixed route transit service will be affected.
  • Move for committee and public review in order to obtain comments.
  • A Metroparks bikeway ends nearby.
