History/Background: This project is listed in ODOT District 3's two-lane resurfacing program

Current Conditions: SR-162 (New London-Lafayette Road) is functionally classified as a rural major collector. It is a two-lane facility with lanes twelve feet wide, paved shoulders (1 foot wide) and an aggregate shoulder (1 foot wide). Therefore, the total pavement width is 26 feet. The average daily traffic (ADT) on SR-162 is 1,200 vehicles per day (2005 traffic count). The speed limit is 55 miles per hour (mph).

Proposed Project:  This project involves resurfacing SR-162 from the Huron County line to the Medina County line in Rochester and Huntington Townships. Eighty percent ($1,943,280) of the construction cost will be funded with state-administered Surface Transportation Program (S/STP) funds. Twenty percent ($485,820) of the construction cost will funded by ODOT District 3.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project promotes NOACA's Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT's Access Ohio Goal 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Plan Forecast Team:
  • Refer to the Regional Transportation System Team and Bicycle Advisory Council for bike/pedestrian consideration.
Regional Transportation System (RTS) Team:
  • This section of SR-162 has pavement condition ratings of 58 in the poor range.
  • It is desirable to have a paved shoulder of 2-feet instead of 1-foot.
  • This section of SR-162 is categorized for cyclists with intermediate skills on the Lorain County Bike Transportation map.
Committee Review:
Bicycle Advisory Council (BAC):
If possible, pave the 1-foot of shoulder which is aggregate.

Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
