Title: Preventive Maintenance on SR-10 in Eaton Township and North Ridgeville

History/Background: This project is included in ODOT District 3’s Resurfacing Program.
Current Conditions: SR-10 is functionally classified as an urban principal arterial freeway/expressway. SR-10 is a four lane facility. The width of the existing right-of-way is approximately 250 feet. The average daily traffic is 29,160 vehicles per day with about nine percent trucks (2008 count). The posted speed limit is 65 miles per hour.
Proposed Project: This project involves preventive maintenance along 5.49 miles of SR-10, from US-20 to I-480, in Eaton Township and North Ridgeville (location map). The cost of construction is estimated to be $1,279,320. Eighty percent ($1,023,456) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT District 3 will provide the remaining twenty percent ($255,864). The project has an estimated award date of October 3, 2011.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #1 (Transportation Safety).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- 2008 pavement condition ratings (PCR) on SR-10 range between 88 - 92 (good to very good condition). In 2012, when construction is scheduled, the deteriorated PCR will range between 73 - 79 (fair to good condition). NOACA's Regional Pavement Management System (RPMS) recommends that preventive and reactive maintenance occur on this segment of SR-10.
- The section of SR-10 between the Cuyahoga County WCL and Lear Nagle Road carries 26 average daily buses from Lorain County Transit (LCT) route number 11. The section of SR-10 between Lear Nagle Road and I-80 carries 13 average weekday buses from LCT route number 11.
