The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2001-074 on 12/14/01

History/Background:
A project undertaken by ODOT was originally scoped as a reconstruction and widening to five lanes, extending through Strongsville and North Royalton.  In 1995, the project was ranked as a Tier 3 project among ODOT's Major New New Projects   The scope was revised (i.e. scaled down) due to the unavailability of funding for the full 3.6 mile widening to five lanes.  Funding for the revised scope has been secured through TEA-21.  A similar project (to the east of this proposed project, in Broadview Heights) was recently approved and amended to the Transportation Improvement Program 

Current Conditions:
SR-82 is functionally classified as a principal arterial.  The subject section is currently two lanes.  Land use along SR-82  is a mixture of developed commercial and industrial areas.  The average daily traffic (ADT) is 14,755 vehicles per day (1999 count).  The posted speed limit is 35 miles per hour.  There is an average of 80 accidents per year in the project area.  The level of service (LOS) along this section of SR-82 is F.  Intersection turning radii are insufficient.  Existing pavement lane width (8'-10') is insufficient.  The turn lane storage is insufficient.  The Greater Cleveland Regional Transit Authority (GCRTA) has fixed route service along SR-82 (Route Nos. 35 and 135)

Proposed Project:
This project involves improvements to intersections along SR-82 at West 130th Street, York Road, Bennett Road, Ridge Road (SR-3) and State Road (SR-94), in Strongsville and North Royalton.  The proposed improvements include adding through lanes and turning lanes at each intersection.  Turning radii will be increased to a minimum of fifty (50) feet.  Traffic sign configuration will be increased to one signal per lane.  Left turn lane storage lengths will be added to cross streets.

Total project cost is estimated at $5,150,000.  The estimate includes $1,150,000  for right of way (RW) to be provided by the city.  The construction (C) phase is estimated at $4,000,000.   The construction phase will be funded with Federal Major/New Construction Surface Transportation Program (S/STP) funds ($700,000), ODOT funds ($800,000) and Major/High Priority (HP) funds ($2,500,000).  Project would be ready to construct in SFY 2003.

Staff Comment (Summary):

  • The project is neither located within nor serves NOACA's urban core community, minority and/or low-income populations.
  • Sponsor should provide an analysis showing that the proposed project will sufficiently address current problems.  (The sponsor subsequently provided staff a technical analysis).
  • Move for committee and public review with consideration of staff comment in order to obtain additional comments.
