Title: Resurfacing SR-18 and portions of SR-58 in Lorain County Sponsor: ODOT 3 Estimated Total Cost: $1,691,580 Proposed Source of Federal Funds: ODOT
History/Background: This project is included in ODOT District 3's two-lane resurfacing program.
Current Conditions: SR-18 (Medina Norwalk Road) is a two-lane road. It is functionally classified as a rural principal arterial. The average daily traffic (ADT) on SR-18 varies between 3,450 to 10,200 vehicles per day (1997 count). The project section of SR-58 is also a two-lane facility, functionally classified as a rural minor arterial. The ADT on this section of SR-58 varies between 4,050 and 9,900 vehicles (1997 count).
Proposed Project: This project involves resurfacing 13.96 miles of SR-18, from the Huron/Lorain County Line to the Lorain/Medina County Line in Brighton Township, Wellington Township, Wellington Village and Penfield Township and 8.23 miles of SR-58 (Ashland Oberlin Road), from the Ashland/Lorain County Line to the Wellington Village north corporation line (NCL) in Huntington Township, Wellington Township and Wellington Village.
The total construction cost is estimated to be $1,691,580. Eighty percent of the construction cost ($1,353,264) will be funded with ODOT District 3's allocation of Surface Transportation Program (S/STP) funds. ODOT 3 will provide the twenty percent non-federal share ($338,316) and prepare plans in-house. Construction is expected to occur in SFY 2002.
Staff Comment (Summary): This project is in keeping with NOACA's infrastructure principle of maintaining the existing system. The project complements recent improvements to SR-58 from the Wellington Village NCL north to the Oberlin SCL (PID No. 21242) and proposed improvements to SR-18 in Medina County (PID No. 18311) in SFY 2004. For a project with the above characteristics, "Selecting Roadway Design Treatments to Accommodate Bicycles" published by the Office of Safety and Traffic Operations R&D of US DOT, makes the following recommendations:
Experienced riders: 4' to 6' paved shoulder, depending on ADT and speed
New, casual, children: 6' to 8' paved shoulder, depending on ADT and speed
On the Lorain County Bike Transportation map, SR 18 and SR 58 are both shown as suitable for cyclists with intermediate riding skills and both have 3' paved shoulders.

Committee Review: Bicycle Advisory SubCommittee (BASC) Because this is a resurfacing only project, BASC makes no recommendation except to pave the shoulder (which ODOT 3 said was part of project), but future reconstruction should provide adequate width for cyclists.
