Title: Repair and Resurface Sprague Road in North Royalton and Parma
Sponsor: Cuyahoga County Engineer
Estimated Total Cost: $5,750,000
Proposed Source of Federal Funds: NOACA
History/Background: The cities of North Royalton (Ordinance No. 08-82) and Parma (Ordinance No. 160-08) passed ordinances to cooperate with the Board of County Commissioners, Cuyahoga County, Ohio to improve Sprague Road in North Royalton and Parma.
Current Conditions: Sprague Road varies from four to five lanes with center turn lanes and turn lanes at the major intersections. The pavement width on Sprague Road varies from 52 feet to 56 feet to 62 feet at major intersections. The sidewalks are five feet wide. Sprague Road is functionally classified as an urban minor arterial. The average daily traffic on Sprague Road is 16,012 vehicles per day with two percent trucks (2004 traffic count). The posted speed limit is 35 miles per hour. The sponsor reports Sprague Road is one of the busiest east/west arterials in the cities of Parma and North Royalton. Sprague Road has a pavement condition rating of 41 – 55 (poor), which the sponsor obtained from the NOACA Regional Pavement Management System (RPMS) Web site.
Proposed Project: This project involves repairing and resurfacing two miles of Sprague Road, from York Road to State Road, in the cities of North Royalton and Parma (location map). The project will involve removing and replacing all damaged pavement; repairing all failed longitudinal and transverse joints; improving drainage and resetting any damaged catch basins. Also, every curb will be removed and replaced with curb ramps that meet current Americans with Disabilities Act (ADA) Accessibility Guidelines.
According to the sponsor, the proposed project will extend the useful life of the pavement and delay the need for total replacement of the driving surface. The estimated total cost, provided by the sponsor, is $5,750,000. The sponsor requests that eighty percent ($4,600,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Cuyahoga County Engineer intends to provide the non-federal share of construction ($1,150,000). The project can be designed and ready to construct in June 2013.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System)and #7 (Reinvestment in the Urban Core,) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- This section of Sprague Road has a pavement condition rating (PCR) of 48. In June 2013, the PCR is predicted to be 42 and the RPMS recommends major rehabilitation.
- Sprague Road is on NOACA’s Bikeway Priority Plan. The sponsor proposes to use NOACA Surface Transportation Program funds. NOACA staff and the Bicycle Advisory Council (BAC) will work with the project sponsor to accommodate cyclists in the project as much as possible considering this is a repair and resurface job.
- This section of Sprague Rd. is on NOACA’s Bikeway Priority Plan and is categorized for experienced cyclists only on the Cuyahoga County Bike Transportation Map. Additionally, NOACA STP funds are requested. Therefore, 15’ wide curb lanes, as recommended by federal guidelines, should be provided as well as “Share the Road” signs.

"RTA’s #20A turns east on Sprague from State, continuing on Sprague until Ridge road where it turns left or south. It important in this project that the curb ramps be ADA compliant, the catch basin area be reinforced especially at traffic light and where RTA buses turn right. It is also important to include sidewalks for RTA and pedestrian traffic. The construction of concrete bus pads adjacent bus stops aid in the life of roadway surface pavement." - GCRTA in Cuyahoga County
