Resurface Sperry Road in Newbury, Russell & Chester Townships

Governing Board approved on 6/15/01 with Resolution 2001-040

Title: Resurfacing Sperry Road (CH-12), in Newbury Township, Russell Township and Chester Township
Name: GEA Sperry Road (Sections B-G)
Estimated Total Cost: $750,000
Proposed Source of Federal Funds: NOACA

History/Background:
These sections of Sperry Road were last improved in 1994 and 1995. The proposed project has been reviewed by the Geauga County Board of Commissioners in open session

Current Conditions:
Sperry Road is functionally classified as an urban collector.  It is a two-lane facility with two 11-foot wide lanes and two 2-foot wide stabilized shoulders. The legal speed limit is 45 miles per hour (mph). The average daily traffic (ADT) is 2,500 vehicles per day (2000 count). The accident rate is 1.34 accidents per million vehicle miles (1997 –1999).

Proposed Project:
This project involves resurfacing the existing asphalt pavement on 4.48 miles of Sperry Road, from SR-87 (Kinsman Road) to US-322 (Mayfield Rd) in Newbury Township, Russell Township and Chester Township. Pavement width will remain twenty-two (22) feet with two 2-foot wide stabilized shoulders.

Eighty percent ($600,000) of the construction (C) cost will be funded with Surface Transportation Program (STP) funds administered by NOACA. The non-federal share of construction ($150,000) will be provided by the Geauga County Engineer. Preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor.  The project will be designed by county engineer staff and ready to construct for SFY 2004.  The county engineer will request to administer the project following agreement with ODOT.

Bicycle Advisory Subcommittee:
This is a resurfacing project.  Additionally, the average daily traffic is fairly low and trip generators (population) appear to be low.  Therefore, BASC recommends no additional bike accommodation. However, when major work is done on the road, BASC recommends providing a 4' to 6' shoulder.
