Fiscal Year 2012 Specialized Transportation Program
The Specialized Transportation Program, also called Section 5310, provides federal funds for mobility management projects and for the purchase of vehicles and equipment to support transportation services for the elderly and people with disabilities in Northeast Ohio. The program is administered by the Ohio Department of Transportation (ODOT) with assistance from NOACA.
- Eligible Applicants: Private nonprofit (501(c)(3)) corporations, public bodies identified by the state as lead agencies in a coordination project, or public bodies which certify that no private nonprofit corporations exist within their jurisdiction for the provision of elderly and disabled transportation.
- What is Funded: Provides 80 percent of the cost of capital items. The remaining 20 percent must be covered by local funding, which may include funding from non-U.S. Department of Transportation federal programs.
How to Apply: Funds are available each year and are distributed through a competitive application process. For fiscal year 2012 (July 1, 2011 - June 30, 2012) all interested applicants must submit a Letter of Intent (LOI) directly to ODOT (see documents and links below) to apply for Specialized Transportation Program funds. This step allows ODOT to determine a potential applicant's eligibility for the program; only those eligible agencies that submit an LOI receive applications from ODOT. The dates below are subject to change by ODOT.
- October 12, 2011: Letter of Intent available from ODOT
- November 11, 2011: Letter of Intent must be sent (emailed, faxed or postmarked) to ODOT no later than this date to determine applicant eligibility
- November 15, 2011: Those organizations submitting a Letter of Intent that are determined eligible will receive an application packet electronically or by mail on or about this date
- February 02, 2012: Deadline for public/legal notice or public hearing requirement

February 24, 2012: Completed applications are due no later than this date to:
- NOACA offices by 5 p.m. for organizations in Cuyahoga, Lake and Lorain counties
- ODOT for organizations in Geauga and Medina counties (non-urbanized areas)

During the Fiscal Year 2011 Specialized Transportation Program (Section 5310) competition the Ohio Department of Transportation (ODOT) awarded 118 vehicles totaling $3.861 million in federal funds across the state. Of this, nine agencies in the NOACA region received 14 vehicles totaling over $461,000 in federal funds.
