Repair and resurfacing of Snow Road in Parma

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2005-025 and as a proposed amendment to the TIP by adopting Resolution 2005-026 on June 10, 2005.

History/Background:  Snow Road (CR-87) is included in the Cuyahoga County Engineers’ capital projects plan.

Current Conditions: Snow Road is functionally classified as an urban principal arterial. The average daily traffic (ADT) varies between 11,600 and 23,250 vehicles (1993 - 2003). Snow Road, between Ridge Road and South Park Road, is a four-lane facility, with pavement width of fifty-two feet (52’), curb lanes fourteen feet (14”) wide and interior lanes twelve feet (12’) wide. Snow Road, from South Park Road to Broadview Road is five (5) lanes, with pavement width of fifty-two feet (52’), curb lanes eleven feet (11”) wide, interior lanes eleven feet (11’) wide and a middle turning lane ten feet (10’) wide.

Proposed Project: This project involves repairing and resurfacing 2.32 miles of Snow Road, from Ridge Road to Broadview Road, in Parma. The project includes traffic control, drainage, structures in pavement and curb ramp upgrades. The estimated total construction cost is $2,508,000. Eighty percent of the construction cost ($2,006,400) can be funded with NOACA attributable Surface Transportation Program (STP) funds. The Cuyahoga County Engineer will provide the local match ($501,600). The Cuyahoga County Engineer will administer the project.

Staff Comment (Summary):

Plan/Forecast Team:

  • Recommend that this project go to the RTIS and TAC for consideration. Parma signed the County Engineer’s agreement that includes a Storm water Phase 2 compliance clause. This project will serve an Urban Core population.
Regional Transportation System (RTS) Team:
  • This section of Snow Road has a PCR (pavement condition rating) of 59 (poor).
  • This section of Snow Road is categorized as for experienced cyclists only on the Cuyahoga County Bike Transportation Map. There is no good direct east/west route in this vicinity. To the south, one must go down to Pleasant Valley Road, which is categorized as for experienced cyclists only, with a section that it is recommended to avoid if at all possible. To the north, the closest is Brookpark Road, also for experienced only. Snow Road also provides access to the Big Creek Metro Park and multipurpose trail. Snow has 14’ outside lanes from Ridge to South Park. Near to the intersection with Broadview, there are 5 narrower lanes. The width for the outside lane recommended in federal guidelines for a road with this ADT, speed, and amount of truck traffic, would be 15’ for experienced riders and 6’ bike lanes for new and young riders. This project is repair and resurfacing only, but better bike accommodation should be provided in the future when any reconstruction is done.
