Title: Repair and Rehabilitate Larchmere Boulevard in Shaker Heights Sponsor: City of Shaker Heights

History/Background: This project was originally amended to NOACA’s state fiscal year (SFY) 1994 – 1997 Transportation Improvement Program (TIP) on January 14, 1994 (Resolution 94-008). The project includes removal and replacement of asphalt, concrete base repair, partial curb repair and manhole, catch basin and water box adjustment. The project is currently listed in the SFY 2006 – 2009 TIP in SFY 2009 with an estimated total construction of $163,000. The sponsor applied for Ohio Public Works Commission (OPWC) funding in 2004, but was declined.
Current Conditions: Larchmere Boulevard is functionally classified as an urban collector. Larchmere Boulevard is a four-lane facility, divided by a median, with a pavement width of 20 to 22 feet and sidewalks five feet wide. The average daily traffic (ADT) is 5,950 vehicles per day (Shaker Heights, 2006). The posted speed limit is 35 miles per hour (mph). On-street parking is permitted within the City limits except between the hours of 2:00-6:00 a.m.
According to the sponsor, the overall pavement condition rating (PCR) is five (very poor). The street has deteriorated to a point where crack sealing, surface repairs and pothole patching are no longer adequate measures for rehabilitation. The pavement shows areas where base repairs will be required.
Proposed Project: The project still involves repair and rehabilitation of approximately 0.81 mile of Larchmere Boulevard, from North Moreland Boulevard to South Park Boulevard, in Cleveland Heights. However, the project’s total construction cost is estimated at $378,741. In accordance with NOACA’s Regional Transportation Investment Policy (September 2003), “projects already on the Plan or TIP that request a change in scope or significant cost increase (greater than 20%) must go through PPR again”.
Eighty percent of the revised total construction cost ($302,993) can be funded NOACA Surface Transportation Program (STP) funds. Twenty percent ($75,748) of the revised total construction cost will be funded by the City of Shaker Heights.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project is currently listed in the NOACA Transportation Improvement Program (TIP) in SFY 2009.
- At its March 17, 2006 meeting, the RTIS authorized staff to inform applicants that it is unlikely that any new application requesting federal Surface Transportation Program (STP) funds for 2006-2009 would be approved due to the funding shortfall. Because circumstances may change, we recommend that successful applications requesting funds for 2006-2009 be placed on the Transportation Plan (2010 and beyond). If funding becomes available, proposed projects can be considered for funding on a case-by-case basis. Criteria used by the RTIS for programming a project will include the status of other reservoir projects, project readiness, county targets, type of project, project cost and Board priorities.
- Recommend this project go to the Regional Transportation Investment Subcommittee (RTIS) and Transportation Advisory Committee (TAC) for consideration.
