Governing Board Action: September 12, 2003

NOACA’s September 12th Governing Board meeting was held at the Lake County Captains baseball stadium in Eastlake. Eastlake Baseball Stadium NOACA-controlled transportation enhancement funding was used for landscaping and a pedestrian park between Vine Street and the stadium.

At the meeting, members approved nine regional projects that will be recommended to the State-appointed Transportation Review Advisory Council (TRAC). The TRAC selects major investments (typically over $5 million in cost) to receive Ohio Department of Transportation (ODOT) Major New Construction funding. The nine projects, listed in order of priority, are:

  1. I-90: Widen I-90 to six lanes from SR-306 to the new interchange at SR-615 in Mentor and Kirtland Hills
  2. Cleveland Innerbelt: Construct a Freeway Management Center - an Intelligent Transportation System (ITS) improvement - and construct bus and rail access for transit riders during Innerbelt reconstruction
  3. SR-87: Widen SR-87 to four lanes, add a raised median and implement transit and pedestrian improvements in Woodmere Village and the cities of Orange, Beachwood and Pepper Pike
  4. Lakefront Project: Plan and construct signalized, at-grade intersections for the West Shoreway and arterial streets in Cleveland
  5. I-77: Widen I-77 to six lanes from SR-82 to Rockside Road and add ITS improvements
  6. SR-2: Widen SR-2 to six lanes from East 361st Street to Hendricks Road, construct park and ride lots in the vicinity and add ITS improvements
  7. SR-254: Widen Detroit Road (SR-254) to five lanes from Crocker Road to Columbia Road in Westlake
  8. US-20: Widen Center Ridge Road (US-20) to five lanes from Stoney Ridge Road to Lear Nagle Road in North Ridgeville
  9. US-42: Widen Pearl Road (US-42) to five lanes from Boston Road to Shurmer Road in Strongsville
The Board also approved amending the State Fiscal Year (SFY) 2004 – 2007 Transportation Improvement Program with the following projects:
  • Fairmount Boulevard rehabilitation from Cedar Road to the Cleveland Heights east corporation line in Cleveland Heights
  • Pavement surface treatments on SR-2 from the Main Avenue Bridge to the Innerbelt Curve in Cleveland
  • Bridge work on SR-17 over the Norfolk-Southern railroad in Maple Heights
  • I-480 resurfacing from SR-14 to I-271 in Garfield Heights, Maple Heights, Cleveland, Warrensville Heights and Bedford Heights
  • US-20 rehabilitation from SR-57 to the Elyria south corporation line and SR-57 from Grafton Road to US-20 in Eaton Township
  • US-20 resurfacing from the North Ridgeville west corporation line to the North Ridgeville east corporation line
  • SR-57 resurfacing from US-6 to south of East 36th Street in Lorain
  • SR-94 resurfacing from the Wadsworth south corporation line to the Wadsworth north corporation line
In other business, the Board amended the regional transportation plan, Framework for Action 2025, to include the City of Cleveland’s Uptown Cleveland Transportation Plan.

By resolution, the Board also solidified an Interagency Agreement between NOACA, ODOT and the Greater Cleveland Regional Transit Authority (GCRTA). The Agreement outlines the details of NOACA’s $10 million Congestion Mitigation Air Quality (CMAQ) commitment to GCRTA’s Euclid Corridor Transportation Project. The NOACA-controlled CMAQ funding will be allocated for the project’s construction phase.

Board members accepted the Ohio Department of Development’s County Population Projections for 2000 – 2030. This information depicts the State’s projected population increases and declines for all the counties in Ohio. Interestingly, projections indicate that by the year 2015, the current trend of population loss in the NOACA region will begin to reverse, and that by the year 2030, the population of the five-county region will increase.

Board members also adopted a resolution of support to seek an Ohio-Great Lakes Coastal Restoration Grant. The grant will be used to develop a storm water management practices manual for the Northeast Ohio Lake Erie Basin. The manual is intended to assist communities in implementing their Phase II storm water management programs.
