Title: Rehabilitate South Broadway Extension in Lorain

History/Background: On July 21, 2008, the City of Lorain passed Ordinance No. 104-08, authorizing the mayor to submit additional applications to the Ohio Public Works Commission (OPWC) Integrating Committee for Year 2009 funding (Round 23) for the replacement or rehabilitation of certain roadways within the City of Lorain and declaring an emergency. The ordinance listed South Broadway Extension Rehabilitation. The sponsor applied to the OPWC for $431,799.
Current Conditions: South Broadway is functionally classified as an urban principal arterial. South Broadway is a four-lane facility with a pavement width of 52 feet. The speed limit is 35 miles per hour. According to the sponsor, the average daily traffic is 20,000 vehicles per day with ten percent trucks. According to the sponsor, the project is needed since the existing roadway, which carries approximately 20,000 vehicles per day, is in need of rehabilitation. The sponsor also states the rehabilitation will improve traffic flow and safety. No other solution was considered. No other improvements are being planned. The sponsor claims the purpose of the project is to restore South Broadway to an acceptable level-of-service.
Proposed Project: The project involves mill and fill along approximately 0.43 mile of South Broadway, from SR-2 to Cooper-Foster Park Road, in the City of Lorain (location map). The estimated total cost of the project, provided by the sponsor, is $585,500. The project was amended to the Statewide Transportation Improvement Program (STIP) and programmed with American Recovery and Reinvestment Act (ARRA) funding (approved 4/20/09). The amount of ARRA (i.e. Stimulus-ODOT Allocation) funds programmed for the project is $585,500. Anything over $585,500 is the responsibility of the project sponsor.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation)..
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- Provide a minimum 14-foot curb lane and 15-foot if possible, as recommended by federal guidelines.
- 2008 pavement condition ratings (PCR) on this segment of South Broadway Road range between 60 - 79 (fair/poor to good condition). The section of South Broadway Road between between West Ridge Road (CR-53) and north of SR-2 north ramps is in good condition while the remaining part of this project (between north of SR-2 north ramps and Cooper Foster Park Road) is in fair/poor condition. In 2010 when construction is scheduled the deteriorated PCR will range between 54 and 71 (poor to fair condition). NOACA's Regional Pavement Management System (RPMS) recommends major rehabilitation for all sections on of this project on South Broadway Road.
- This section of South Broadway carries a total of 16 average weekday buses from Lorain County Transit route number 31.
