History/Background:
GCRTA's original state fiscal year (SFY) 2002 capital and operating program is listed in the NOACA SFY 2002 – 2005 Transportation Improvement Program.  The FTA formula funding allocations were announced and GCRTA revised their program to reflect these allocations. The revised program reflects a $2 million reduction in GCRTA's capital expenditures from its original program and a $10 million reduction in its operating expenditures.

Current Conditions:
Several of GCRTA's fixed route, circulator service and paratransit vehicles have reached the end of their useful life. GCRTA's bus garage located at Triskett Avenue requires rehabilitation.  GCRTA's rapid stations at West 65th Street and Woodhill are at various stages of rehabilitation construction and design. Additionally, various rapid tracks and bridges are in stages of rehabilitation design and construction. GCRTA's program includes fifteen  (15) replacement buses to be purchased in SFY 2002 with NOACA attributable Congestion Mitigation Air Quality (CMAQ) funds as per NOACA Resolution 2002-030.  $3.6M in CMAQ funds was transferred from NOACA's Federal Highway Administration (FHWA) account to Federal Transit Administration (FTA) for the purchase of those vehicles back on March 27, 2002.  Also, the Euclid Corridor Improvement Project continues to progress.

Proposed Project:
The GCRTA Section 5307 capital formula program includes the purchase of 54 forty-foot, low floor buses ($16.1M), 8 paratransit vehicles ($600,000), spare parts ($1.4M), preventive maintenance items ($12.4M) and force account items ($100,000).  Also included in the 5307 grant are transit enhancements involving landscaping and art at the West 65th Street Rapid Station ($230,000), the Brookpark Shop rehabilitation items and a fare collection study to determine new technology and equipment to meet current and future fare collection needs ($125,000).

The section 5307 flexible funding program involves the transfer of NOACA attributable CMAQ funds and Transportation Enhancement Activity funds (E/STP-M) from FHWA to FTA for the purchase of 15 replacement buses ($4.5M) and bicycle racks ($5,000) on behalf of Brunswick Transit Alternative (BTA).

GCRTA's Section 5309 rail formula program includes the Woodhill Station rehabilitation design ($120,000), joint territory track (light and heavy) rehabilitation, between East 55th and Tower City ($8.2M), Kingsbury track realignment ($4.2M), the McCurdy track bridge rehabilitation ($1.6M), design of a light rail signal upgrade ($213,196) as well as rail project administration ($370,528) and force account items ($969,000).

The Triskett Bus garage rehabilitation ($3.0M) will be funded through the Section 5309 State discretionary earmark.  GCRTA will also receive a $7.4M Section 5309 federal earmark for final design of the Bus Rapid Transit (BRT) component of the Euclid Corridor Improvement Project (ECIP).
