GCRTA FY 2001 Capital & Operating Program

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2001-040 on 06/158/01

History/Background:
GCRTA's original state fiscal year (SFY) 2001 capital and operating program is listed in the NOACA SFY 2000 – 2003 Transportation Improvement Program.  The FTA formula funding allocations were announced and GCRTA revised their program to reflect these allocations. GCRTA's capital funding was reduced by $15 million. Its operating revenues were reduced by $3.3 million. GCRTA's federal and state subsidy for operating expenses ($6.1 million) was eliminated.  The revised program reflects a $20 million reduction in GCRTA's capital expenditures and a $1.6 million increase in their operating expenditures from the original program.

Current Conditions:
GCRTA 's original program included eight (8) replacement buses to be purchased in SFY 2001 with NOACA attributable Congestion Mitigation Air Quality (CMAQ) funds as per NOACA Resolution 2000-036. $3.6M in CMAQ funds was transferred from NOACA's Federal Highway Administration (FHWA) account to Federal Transit Administration (FTA) for the purchase of those vehicles back on July 31, 2000.  GCRTA has submitted the remainder of its program for FY 2001.

Proposed Project:
The program includes the purchase of buses ($12.4M) and paratransit vehicles ($560,000), spare parts ($2.0M),  preventive maintenance items ($10.9M), bus shelters ($250,000), rehabilitation of light rail vehicles ($2.0M), track rehabilitation ($1.2M) and spare parts ($2.1M), rail station rehabilitation  ($9.0M), Triskett Bus garage construction ($3.7M), construction and preliminary engineering and construction management for the Euclid Corridor Improvement Project ($11.3M). Additionally, the program includes land acquisition for a support facility transit police and a print shop ($2.0M).  GCRTA's program also contains a component involving the purchase of bicycle racks to be installed on various fixed route buses ($200,000). Operating expenditures are estimated now at $214.9M.
