Road Safety Audits

As part of its Safety Studies program, NOACA works with the Ohio Department of Transportation (ODOT) and communities to conduct road safety audits at high crash intersections around the region. A road safety audit (RSA) is an evaluation of the safety and performance of a road segment or intersection by an independent team. The RSA team consists of at least three professionals who represent a variety of experience and expertise, including: road design, traffic, maintenance, construction, safety, local officials, law enforcement personnel, and first-responders, specifically tailored to the project.

RSA teams observe traffic and operating conditions at intersections and on road segments, and identify hazardous conditions, deficiencies, ill-functioning apparatus, sight distance obstructions and other safety concerns. The team considers the safety of all road users – bicyclists, pedestrians, and the physically-challenged, as well as motorized vehicles. The RSA results in a series of recommendations for improving safety and reducing crashes. These include low-cost, short term actions that can be implemented quickly, and more involved, higher cost improvements that can improve overall safety for the long term.

After a RSA report has been completed, communities and project sponsors can apply for FHWA Highway Safety Improvement Program (HSIP) funding through ODOT to implement some of the report’s recommendations.
