The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-057 on December 10, 2004.
Title: Rockside Road Bridge Replacement in Valley View Sponsor: Cuyahoga County Engineer Estimated Total Cost: $2,100,000 Proposed Source of Federal Funds: County Engineers Association of Ohio (CEAO)
History/Background: The bridge on Rockside Road (CR-53) was approved for CEAO local bridge (LBR) program funds for construction in calendar year 2008.
Current Conditions: The Rockside Road bridge (No. 218) crosses over the Ohio Canal. Rockside Road is functionally classified as an urban principal arterial. The speed limit is 35 miles per hour (mph). The average daily traffic (ADT) on Rockside Road is 27,100 vehicles per day (2000 count). The projected ADT is 30,600 (2029). The bridge is a single-span steel girder bridge on stub abutments. The bridge is approximately 76 feet long. The pavement is 52 feet wide (face to face of curbs). The bridge has a sufficiency rating of 54 and a general appraisal rating of 5 according to ODOT’s bridge file (i.e. 4/25/03 bridge inspection).
Proposed Project: This project involves the rehabilitation of the bridge on Rockside Road, over the Ohio Canal and Towpath Trail, in Valley View. The work includes replacement of the existing single-span steel girder bridge on stub abutments (due to structure deterioration and abutment foundation failure). The structure will include sidewalks 6 feet wide and guardrails. The estimated total construction cost is $2,100,000. Ninety percent ($1,890,000) of the construction (C) cost will be funded with CEAO LBR funds. The CEAO has programmed construction for calendar year 2008.
Staff Comment (Summary):
- The proposed improvement meets Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Framework for Action 2025 and Goals #1 (System Preservation and Management) and #3 (Cooperative Planning Process and Transportation Efficiency) of ODOT’s Access Ohio.
- This project does not directly serve E.J. populations.
- Best available practices should be used to avoid water quality degradation in Ohio Canal during and after construction.
- Advance to Committee and public review with the understanding that the sponsor will make a good-faith effort to address comments.
Additional Staff Comments(since 10/6/04):
- The project application states that this bridge currently has a General Appraisal rating of 4 (“Poor”) and a sufficiency rating of 38, which would make this bridge eligible for bridge replacement funds. However, the staff’s current version of ODOT’s bridge file shows this bridge with a General Appraisal rating of 5 (“Fair”) and a sufficiency rating of 54. Staff will contact the project sponsor to reconcile the bridge rating discrepancies.
