Title: Repair and Resurface Rockside Road in Garfield Heights, Maple Heights and Bedford
Sponsor: Cuyahoga County Engineer
Estimated Total Cost: $5,000,000
Proposed Source of Federal Funds: NOACA
History/Background: The Cities of Garfield Heights (Ordinance No. 55-2009), Maple Heights (Ordinance No. 2009-115) and Bedford (Ordinance No. 8480-09) passed ordinances to cooperate with the Board of County Commissioners, Cuyahoga County, Ohio (File No. 4094) to improve Rockside Road in Garfield Heights, Maple Heights and Bedford.
Current Conditions: Rockside Road is functionally classified as an urban principal arterial. Rockside Road is a four-lane facility with left-turn lanes at the intersections of Turney Road, Dunham Road, Lee Road South/Gateway Boulevard and Broadway Avenue. The sponsor reports that the pavement width along Rockside Road varies from 50 feet (along the majority of the road) to a maximum of approximately 62 feet at the intersection of Broadway Avenue. The lane widths vary from 10 to 14 feet. The width of the existing right-of-way is 80 feet.
The average daily traffic on Rockside Road is 16,262 vehicles per day with five percent trucks (1997). The posted speed limit is 35 miles per hour. On-street parking is not permitted. The sidewalks are five feet wide.
According to the sponsor, the eastern third of Rockside Road is an industrial area with many manufacturing businesses located on Rockside Road or an intersecting side street. The sponsor contends that Rockside Road is one of the busiest roads in daily traffic volume in the three cities and that this segment of Rockside Road serves employment locations and recreational activities to the west in the City of Valley View, the Cuyahoga Valley National Park and the Towpath Trail.
Proposed Project: The project involves repairing and resurfacing (with some base repair) along 2.2 miles of Rockside Road, from Turney Road to Broadway Avenue in Garfield Heights, Maple Heights and Bedford (location map). The estimated total cost, provided by the sponsor, is $5,000,000. The sponsor requests that eighty percent ($4,000,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Cuyahoga County Engineer and respective cities intend to provide the non-federal share of construction ($1,000,000). The project can be designed and ready to construct in July 2013.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goals #3 (Preserve and Improve the Efficiency of the Transportation System) and #7 (Reinvestment in the Urban Core) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- Data from 2008 indicates that pavement condition ratings (PCRs) on this section of Rockside Road range between 56 – 80 (fair to poor condition to good condition). For construction year 2013 the RPMS (Regional Pavement Management System) predicts the PCRs will range between 46 – 62 (poor condition to fair to poor condition). The RPMS recommends major rehabilitation on this section of Rockside Road in 2013.
- Provide 14-foot wide curb lanes.

""RTA asks that any street improvements include concrete bus pads at stops near intersections. The projects include curb ramps and sidewalks that allow pedestrians to walk to the bus stops. Any intersection work or signal projects include the realization that buses run on the streets and operate differently than passenger vehicles. Any lane changes include the minimum width of a bus in 10' and RTA typically perfers 11' lanes.
RTA supports the major infrastructure improvements being made to these projects as it improves our ability to provide timely, efficient bus service on these roadways. It makes our pedestrians safer and the ride more comfortable. RTA asks that the projects be done holistically considering not only automobiles but buses, bikes and pedestrians."-
