Title: Reconstruction of Ridge Road in Brooklyn Sponsor: Cuyahoga County Engineer
Estimated Total Cost: $6,900,000
Proposed Source of Federal Funds: NOACA
History/Background: Ridge Road (CR-10) is included in the Cuyahoga County Engineers’ capital projects plan.
Current Conditions: Ridge Road is functionally classified as an urban minor arterial. Ridge Road, between I-480 and Memphis Avenue, is a 5-lane facility with 2 lanes in each direction and a center turn lane. The pavement width varies between 52 and 62 feet and sidewalks are five feet wide on both sides. The posted speed limit is 35 miles per hour (mph). The average daily traffic (ADT) varies between 18,000 and 33,550 vehicles per day (2000) with 5% trucks. There is fixed route transit service (Route 45) along Ridge Road.
Proposed Project: This project involves reconstruction of 1.09 miles of Ridge Road, from I-480 to Memphis Avenue, in Brooklyn. The estimated total construction cost is $6,900,000. Eighty percent ($5,520,000) of the construction cost can be funded with NOACA attributable Surface Transportation Program (STP) funds. The Cuyahoga County Engineer will provide the local match ($1,380,000). The Cuyahoga County Engineer will administer the project. The sponsor estimates construction can begin in state fiscal year 2010.

Regional Transportation System (RTS) Team:
Just north of this roadway segment is an access point to a Metroparks trail. For a project with this ADT, speed, and amount of truck traffic, FHWA guidelines call for a 15’ wide curb lane for experienced cyclists and a 6’ bike lane for less than experienced cyclists. Due to limitations of what can be done to accommodate cyclists on this roadway segment, the sponsor should make the outside lanes as wide as possible, up to 15’.
Ridge Rd. has PCR’s (pavement condition ratings) of 82 (good) and 97 (very good).
Section of Ridge Rd. between I-480 and Biddulph Rd. is very congested.
Committee Review:
Bicycle Advisory Council:
The BAC recommends that the curb lane be 15’ which would be consistent with AASHTO guidelines for experienced riders for a roadway with this ADT, speed, and amount of truck traffic.
Transit Council:
The design guidelines on Page 17 of the Regional Transportation Investment Policy should be incorporated into the design of this project. These guidelines are:
- For a roadway project, if a pavement on a bus route is less than 9 inches concrete, a 40 foot by 9 inch concrete bus pad should be installed at each bus stop.
- Sidewalks (pedestrian access) should be added to any roadway project within the urbanized area where none exist now. Existing and new sidewalks should be extended to the curb at bus stops. This will help facilitate pedestrian and ADA access.
- Curb (inner) radius should be no less than 30 feet to facilitate a standard 40 foot transit bus.
- Intersection geometries shall recognize that the maximum body overhang (outer radius) of a 40 foot bus is 55 feet.
- Pure asphalt pavement is discouraged at intersections where bus traffic is prevalent.
