The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-044 and as a proposed amendment to the TIP by adopting Resolution 2004-045 on September 10, 2004.
Title: Resurface US-6 in Sheffield Lake

History/Background:
This project is included in ODOT District 3’s city pavement program.
Current Conditions:
US-6 (Lake Road) is functionally classified as an urban principal arterial. The average daily traffic (ADT) is 9,650 (2000 traffic count). US-6 is a two-lane facility with a pavement width of thirty feet (30’).
Proposed Project:
The project involves resurfacing approximately 3.5 miles of US-6, from the Sheffield Lake west corporation line (WCL) to the Sheffield Lake east corporation line (ECL) in Sheffield Lake. The ODOT District 3 production department will prepare the plans for the project. The total construction cost is estimated at $503,495. Eighty percent of the construction cost ($402,796) will be funded from District 3’s Preservation (highways & bridges) Program with State Surface Transportation Program (S/STP) funds. The City of Sheffield Lake will fund twenty percent of the construction cost ($100,699). This project has an award date of January 2006 (SFY 2006).
Staff Comment (Summary):
- This project promotes NOACA’s Framework For Action 2025 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
- This is a preservation project located in an urban core community.
- US-6 in Sheffield Lake has existing 4+ foot bike lanes on each side of the road. These will be resurfaced as part of the project and restriped as bike lanes. Therefore, cyclists will be accommodated as before and staff has no further comment or recommendation.
- Move for committee and public review in order to obtain comments with the understanding that the sponsor will make a good-faith effort to address questions and comments.

Bicycle Advisory Council (BAC):
The BAC agrees with the staff comment above. They add that there is often a problem with debris in bike lanes, rendering them unusable. Gravel from adjacent driveways is often the biggest problem. Therefore, the BAC encourages the sponsor to have a regular maintenance schedule and to pave the adjacent gravel aprons.
