The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-044 on September 10, 2004.
Title: Resurface US-20 in Elyria

History/Background:
This project is included in ODOT District 3’s pavement program.
Current Conditions:
US-20 is functionally classified as an urban principal arterial. US-20 is a four-lane facility (two lanes in each direction) with a pavement width of forty-eight feet (48’). The average daily traffic (ADT) varies from 22,050 to 28,880 (2000 traffic count). The operating speed is 55 miles per hour (mph).
Proposed Project:
The project involves resurfacing along 2.53 miles of US-20, from SR-57 to Chestnut Ridge Road, in Elyria. The ODOT District 3 production department will prepare the plans for the project. The total construction cost is estimated at $1,217,625. Eighty percent of the construction cost ($974,100) will be funded from District 3’s Preservation (highways & bridges) Program. Twenty percent of the construction cost ($243,525) will be funded by ODOT. This project has an award date of July 2006 (SFY 2007).
Staff Comment (Summary):
- This project promotes NOACA’s Framework For Action 2025 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments with the understanding that the sponsor will make a good-faith effort to address questions and comments.
