History/Background: This project is included in ODOT District 3’s Urban Paving Program.

Current Conditions: US-42 (Pearl Road) is functionally classified as an urban minor arterial. The pavement width on US-42 varies from 35 to 70 feet. US-42 has two lanes twelve feet wide with twin left turn lanes and various turn lanes throughout the project’s length. The width of the existing right-of-way varies from 60 to 70 feet. The average daily traffic varies from 13,110 to 17,330 vehicles per day with 4 to 6 percent trucks (2007 count) depending on the roadway segment. The speed limit varies from 35 to 45 miles per hour.

Proposed Project: The project involves resurfacing 4.17 miles of US-42, from Sleepy Hollow Road to Boston Road, in Brunswick (location map). The estimated total cost of the project is $1,814,106. The estimated cost of preliminary engineering (PE) is $146,786. The PE Phase will be funded by ODOT. The estimated construction cost is $1,667,320. Eighty percent ($1,287,099) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. Brunswick will fund twenty percent of the construction cost ($380,221). This project has an award date of October 2011.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • In 2008, the pavement condition rating (PCR) on US-42 ranged from 60 - 61 (fair to poor condition). For construction year 2012 the RPMS (Regional Pavement Management System) predicts the PCR will range between 50 -51 (poor condition). The RPMS also recommends major rehabilitation on this portion of US-42.

  • This section of US-42 is very bad for cyclists, but the project is resurfacing-only with no restriping opportunities.
