Title: Resurface SR-58 in Lorain County

History/Background: This project is included in ODOT District 3’s 2010 Urban Paving Program
Current Condition: SR-58 is functionally classified as a rural minor arterial. SR-58 is a two-lane facility. The pavement width is 31 feet with lanes 12 feet wide and shoulders 2 to 3 ½ feet wide. The width of the existing right-of-way (RW) varies between 100 to 105 feet with additional RW in various areas. The speed limit is 50 to 55 miles per hour. The average daily traffic is 11,000 vehicles per day (2008 count) with 8 percent trucks.
Proposed Project: This project involves resurfacing 6.65 miles of SR-58, from the Wellington Village north corporation line (NCL) to the Oberlin south corporation line (SCL) in Wellington Township, Pittsfield Township, City of Oberlin and New Russia Township (location map). The estimated cost of construction is $2,019,626. Eighty percent ($1,615,701) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. The non-federal share ($403,925) will be provided by ODOT. The project has an estimated award date of October 1, 2012.

- This road is part of the Adventure Cycling Underground Railroad route. Provide 4-foot paved shoulders instead of 3.5-foot shoulders. This will enhance cyclist safety.

I couldn’t quite figure out northern boundary of the SR 58 resurfacing project (PID No. 82773) from the map. Certainly I think this project has merit, but it seems the project is too limited in scope and should continue northward at least through Oberlin. According to our staff, SR 58 through Oberlin was paved in 2002, and since then we’ve been doing spot repairs, crack sealing, etc. Based on the current condition and the rate of deterioration, we do not see the road lasting until it is programmed for repaving in 2014 or 2015. Would it be possible to extend PID No. 82773 through Oberlin please? - City of Oberlin
Response from ODOT District 3 to comment from the City of Oberlin on Resurfacing SR 58 (PID 82773):
Project LOR-58-8.34 PID 82773 has a northern boundary at Hamilton Road. This is approximately the point where the City of Oberlin incorporation line is on both sides of the road. I have this as mile marker 14.98. According to our records the City of Oberlin incorporation line starts on one side of the road at mile marker 14.02. This project will pave the area in this split corporation area; between 14.02 - 14.98. Technically ODOT is only responsible to pave the area outside of the municipal corporation boundaries. For example in the split corp. area ODOT is only responsible to resurface on one side of the road. We plan to resurface on both sides of the road assuming that Oberlin will want us to do that. The City of Oberlin will be responsible for portions of the cost to resurface SR 58 within the incorporated area. ODOT will contact you in the future to discuss this project and the estimated cost to the City of Oberlin. This project is schedule to sell in late 2012 and be under construction during 2013.
Regarding the resurfacing of SR 58 through the City. ODOT is not responsible to resurface these routes within the incorporation limits of Cities. Because ODOT is aware that the resurfacing of these Urban State Routes is a large expense for the Cities; ODOT does set aside approximately $35 million per year for the entire State to assist Cities with this resurfacing. District 3 receives approximately $3 million per year for this Urban Paving Program. All of the Cities in District 3 are ranked from worst to best and the worst scheduled as part of this program. Oberlin is currently scheduled to be resurfaced in 2015 for SR 58 and SR 511. (Project LOR-58-14.98 PID 86837). The City of Oberlin will be responsible for portions of this cost. This amount is typically 20% of the resurfacing cost and 100% of the cost for all partial and full depth pavement repairs. ODOT will meet with you to discuss the scope of this project and the estimated costs. We can be somewhat flexible with this program if a City cannot afford to participate in the cost of the project, but that generally means that we would do the project later rather than sooner or perhaps split the project over a couple of years. We really cannot schedule this work any sooner or as part of the other project unless we decide to resurface in Oberlin ahead of another District 3 City with pavement in worse condition. We do not want to do that.
