The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-057 on December 10, 2004.
Title: Resurface SR-57 and SR-83 in Lorain and Medina Counties Sponsor: ODOT-District 3 Estimated Total Cost: $2,513,000 Proposed Source of Federal Funds: ODOT
History/Background: This bridge project is included in ODOT District 3's Paving Program.
Current Conditions: SR-57 (Medina Elyria Road) is functionally classified as a rural major collector, from the Lorain/Medina County line (and Erhart Northern Road) to Wooster Avon Lake Road (SR-83) and as a rural minor arterial from SR-83 to Grafton Easton Road (SR-57). The average daily traffic (ADT) varies from 200 and 10,750 vehicles per day depending on roadway segment (2002 traffic count).
SR-83 (Avon Lake Road) in Medina County, from SR-18 (Norwalk Road) to the Medina/Lorain County line, is functionally classified as a rural minor arterial. The average daily traffic (ADT) is 5,160 vehicles per day (2002 traffic count).
SR-83 (Wooster Avon Lake Road) in Lorain County, from the Medina/Lorain County line to SR-57/SR-303 Medina-Elyria Road), is functionally classified as a rural minor arterial. The average daily traffic (ADT) varies between 5,500 and 8,450 vehicles per day (2002 traffic count).

Proposed Project: This project involves resurfacing 12.22 miles along SR-57, from the Lorain/Medina County line to 1.18 miles north of SR-82 (Elyria-Twinsburg Road), including a 0.52 mile segment (of SR-303 extending to Erhart Northern Road), in Grafton Township, Grafton, Carlisle Township and Eaton Township.
The project also includes resurfacing of a 2.19 mile segment of SR-83, from SR-18 (Norwalk Road) to the Medina/Lorain County line, in Litchfield Township, Medina County; and a 2.61-mile segment, in Lorain County, from the Lorain/Medina County line to SR-57/SR-303, in Grafton Township.
The total construction cost is estimated to be $2,513,700. Eighty percent (80%) of the construction (C) cost ($2,010,960) will be funded with ODOT District 3’s allocation of State Surface Transportation Program (S/STP) funds. ODOT will provide the twenty percent ($502,740) non-federal share. The project has an award date of October 2007 (SFY 2008).
Staff Comment (Summary):
- This project promotes NOACA’s Framework For Action 2025 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
- This project does not directly serve E.J. populations.
- Move for committee and public review in order to obtain comments.
Additional Staff Comments (since 10/6/04):
- Requested info 9/6/04 and 9/20. Since these are resurfacing projects, the only opportunity to better accommodate cyclists is in restriping to provide a paved shoulder or a wide curb lane. However, staff has received no information on pavement width in order to be able to make recommendations.
