Resurface SR-303 in Camden, Pittsfield, LaGrange and Grafton Township and the City of LaGrange

History/Background:  This project is included in ODOT District 3’s pavement program.

Current Conditions: SR-303 (Wakeman-LaGrange-Richfield Road) is functionally classified as a rural major collector. SR-303 is a two-lane facility. The right-of-way width is fifty feet (50’). The pavement width is twenty-two feet (22’) with lanes ten feet (10’) and aggregate shoulders one foot (1’) wide. The average daily traffic (ADT) is 3,370 with five percent (5%) trucks. (2002 traffic count). The operating speed is 55 miles per hour (mph).

Proposed Project: The project involves resurfacing 16.63 miles of SR-303, from the Huron County Line to SR 83 (Wooster Avon Lake Road) in Camden Township, Pittsfield Township, LaGrange Township, Lagrange and Grafton Township. The ODOT District 3 production department will prepare the plans for the project. The total construction cost is estimated at $2,945,700. Eighty percent of the construction cost ($2,356,560) will be funded from District 3’s Preservation (highways & bridges) Program. Twenty percent of the construction cost ($589,140) will be funded by ODOT. This project has an award date of October 2005 (SFY 2006).

Plan/Forecasting Team:

Recommend this project go to the Regional Transportation Investment Subcommittee (RTIS) and Transportation Advisory Committee (TAC) for consideration with a bike-on-berm recommendation.

Regional Transportation System (RTS) Team:

  • Pavement Condition Rating (PCR) is 53 to 72 (fair to poor range).
  • This roadway is two lanes at 10’ each with 2’ aggregate shoulders. With a speed limit of 55mph, this roadway doesn’t accommodate cyclists well. Since this is resurfacing, at least pave the shoulders and consider adding another foot to the shoulders. When the street is reconstructed or rehabilitated, 4’ paved shoulders should be added.

Public Involvement
:
I request your support for making wider shoulders on Russia Road and on SR-303 from SR-83 to the Huron County line. I ride my bicycle every day around Lorain County. I would like to ride on these two roads but there is no berm to ride on, and the roads are too busy to ride on in the lane without disrupting traffic.

Please consider seriously enlarging the berm on Russia Road and SR-303 so cyclists like me can ride safely. Thank you for considering my viewpoint.
