Resurface SR-58 in Lorain

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-078 on 12/08/00

History/Background:
This project is a four-lane resurfacing project. The project is part of ODOT District 3's Urban Paving Program (UPP). The project will be funded with State Surface Transportation Program (S/STP) from ODOT District 3's pavement allocation and local participation.

Current Conditions:
SR-58 (Leavitt Road) is a four-lane facility, 46' wide with 3' paved shoulders (primarily) and sidewalks. SR-58 is functionally classified as a principal arterial.   The average daily traffic (ADT) varies between 19,540 and 24,570  vehicles per day (2000 traffic count) with 30 or more trucks, buses and recreational vehicles in the peak hour.  The speed limit is 40 miles per hour (MPH).  Lorain County Transit (LCT) has two fixed routes in the project area; the Cleveland Clinic limited (Route # 32); and  Lorain/Amherst Loop (Route # 41).

Proposed Project:
The project involves resurfacing SR-58, from Cleveland Avenue to the Amherst north corporation line (NCL) , in Amherst.

The ODOT District 3 production department will prepare the plans for the project. Construction will be scheduled for SFY 2003.  Eighty percent of the construction cost will be funded from S/STP funds. Twenty percent of the construction cost will funded by the City of Amherst (as per UPP).

Recommend adding this project to the SFY 2000 – 2003 TIP as a system preservation action in SFY 2003.
