How is NOACA funded?

 

The dollars to support NOACA's transportation and environmental planning come from the Federal Highway Administration (FHWA), the Ohio Department of Transportation (ODOT), the U.S. Environmental Protection Agency (USEPA), miscellaneous outside organizations, and annual dues paid by local governments throughout the region.

Supporting transportation and transportation-related air quality planning, FHWA and ODOT provide about 86% of NOACA's Fiscal Year 2006 $6.2 million operational budget, with FHWA supplying the bulk of those monies. The environmental programs provide about 1% of the budget; local dues supply 12%; and miscellaneous funding (Brunswick Transit) makes up the remaining 1%. We note that local dues are used to provide required "match" to federal funds, to supplement various activities, and to pay for activities ineligible for federal or state dollars such as legislative advocacy. The "match" requirement for federal funds ranges from 10% (we provide one local dollar to get 10 federal) for transportation monies to 80% for environmental funds.
