How many votes does each NOACA Board member have?

Under normal conditions, each Board member has one vote. However, under certain conditions, a weighted vote may be called, which provides for proportional representation based on the region's population. As outlined in NOACA's Code of Regulations, some Board members carry "weighted" votes based on population of the body they represent.
