History/Background: LAK VROOMAN RD: PID No. 5669 is a project involving the reconstruction and realignment of Vrooman Road (CR-227), from the I-90 north ramps and extending to SR-84 (Riverside Drive) and relocation of the bridge on Vrooman Road that crosses the Grand River. The project was originally amended to NOACA’s state fiscal year (SFY) 1986 – 1990 Transportation Improvement Program (TIP) on January 8, 1986 (via Resolution 86-021).

The project’s cost increased significantly (i.e. greater than 20 percent), prompting project planning review again (per NOACA’s Regional Transportation Investment Policy, October 2008). On June 9, 2006, the NOACA Governing Board approved Resolution No. 2006-022 (Project Planning Review) and Resolution No. 2006-023 (Plan Amendment). On November 25, 2008, the Board of County Commissioners, Lake County, Ohio approved a Resolution authorizing the Board of Lake County Commissioners to pursue federal-aid funding for the rehabilitation of Vrooman Road, in Leroy and Perry Townships. Vrooman Road is also listed in the County Engineers Association of Ohio-administered Surface Transportation Program (C/STP) FY 2008 – 2013 program for construction in calendar year 2012.

Current Conditions: Vrooman Road is functionally classified as an urban collector. According to the sponsor, it is a key urban collector, providing access to Leroy Township. The sponsor claims the proposed improvements to the Vrooman Road Bridge and water main into Leroy Township will result in increased traffic. The sponsor also states that this highway is also a preferred route for ingress and egress to the Perry Nuclear Power Plant. Vrooman Road is a two-lane facility with a pavement width of 20 feet. The average daily traffic is 5,121 vehicles per day (2006). The posted speed limit is 35 miles per hour (mph).

Proposed Project: This project involves minor rehabilitation along Vrooman Road, from the I-90 interchange to the south approach of the Vrooman Road Bridge, in Leroy Township and Perry Township, in order to improve sight distance, drainage, and cross section geometry, and increase the pavement’s structural integrity. The estimated total construction cost is $3,482,500. Eighty percent ($2,786,000) of the construction cost will be funded with C/STP funds. The sponsor will provide the remaining share ($696,500). CEAO has programmed construction for calendar year 2012.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation)
  • The proposed improvement will upgrade two-lane roadway and provide a safer and more reliable facility between the project limits.
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The existing pavement condition ratings (PCRs) for this road segment range from 82 to 99. For 2012, the requested year of construction, the Regional Pavement Management System (RPMS) estimated the PCRs would range from 61 to 86, with recommendations for major construction on some segments, and preventive maintenance on others.
  • This section of Vrooman Road is categorized as not suitable for cyclists but there may be no alternate route on the Lake County Bike Transportation Map. It is also on NOACA’s Bicycle Facility Priority Plan. The proposed 4’ paved shoulders would accommodate intermediate and above cyclists and would implement the Priority Plan.
