Title: Rehabilitate US-20 in Elyria Sponsor: City of Elyria

History/Background: This project was originally amended to NOACA’s state fiscal year (SFY) 2004 – 2007 Transportation Improvement Program (TIP) on September 10, 2004 (via Resolution 2004-045) as a resurfacing project. The project was programmed for SFY 2007. On June 7, 2005, the City of Elyria approved Ordinance No. 2005-083, proposing rehabilitation of this facility.
Current Conditions: US-20/SR-57/SR 301 is functionally classified as an urban principal arterial. SR-57/US-20 is a four-lane facility (two lanes in each direction) with a pavement width of sixty-four feet (64’), with inner lanes twelve feet (12’) wide and outer lanes eight feet (8’) wide. The average daily traffic (ADT) is 24,670 vehicles per day (2002 traffic count). The posted speed limit is 50 miles per hour (mph). A raised median exists along the portion of SR-57/US20, from Chestnut Ridge Road to Cleveland Street. There is no raised median along the section from Cleveland Street to Lorain Boulevard. The section from Chestnut Ridge Road to Cleveland Street is exposed concrete with deteriorated joints and asphalt berms. The section from Cleveland Street to Lorain Boulevard (also deteriorated concrete) is in worse condition.
Proposed Project: The revised project involves rehabilitation and major rehabilitation of approximately 5.2 miles of US-20/SR-57/SR-301, from Chestnut Ridge Road (mile post [MP] 16.93) to SR-57 (Lorain Boulevard) MP 18.86, in Elyria. The proposed project would be separated into two parts for scope of work.
- Part one involves rehabilitating approximately 2.5 miles, from Chestnut Ridge Road to Cleveland Street (MP 19.40). The work will include planing the existing asphalt, extensive joint repair and resurfacing with four inches (4”) of asphalt on the existing concrete.
- Part two involves major rehabilitation of approximately 2.7 miles of SR-57/SR-113, from Cleveland Street (MP16.17) to Lorain Boulevard (SR-57) MP 18.86 and requires more extensive work consisting of planing the existing pavement and overlaying with nine inches (9”) of asphalt.
The city has estimated the cost of three alternatives. Each alternative includes increased turn-lane storage and provisions to meet current design standards. The original project’s scope was estimated to cost $2,543,901 ($1,655,420 National Highway (NH) funds; $888,481 City of Elyria)
The proposed revised project scope’s total construction cost is estimated at $10,500,000. The City of Elyria has requested that 80 percent of the revised total construction cost ($8,400,000) be funded with NOACA Surface Transportation Program (STP) funds. The 20 percent non-federal match ($2,100,000) will be provided by ODOT-District 3.
