Title: Rehabilitation of US-20 in Perry and Madison Townships

History/Background: This project is included in the ODOT District 12 SFY 2011 Pavement Program.
Current Conditions: US-20 (North Ridge Road) is functionally classified as an urban principal arterial. Curbed sections of US-20 are five lanes. The width of the pavement and the width of the existing right-of-way vary from 40 feet to 60 feet. Non-curbed sections of US-20 have a pavement width of 44 feet with four lanes, ten feet wide and paved shoulders two feet wide. The average daily traffic is 13,483 vehicles per day with twenty percent trucks (2007 count). The posted speed limit is 35 miles per hour.
Proposed Project: This project involves resurfacing 4.38 miles of US-20, from Center Road to Green Road, in Perry and Madison Townships (location map). The work will include mill and fill with pavement and catch basin repairs. According to the sponsor, no work will be done in curbed sections and work will exclude pavement where intersections were widened. The estimated construction cost is $2,730,000. Eighty percent of the construction cost ($2,184,000) will be funded with State Surface Transportation Program (S/STP) funds. ODOT will fund twenty percent of the construction cost ($546,000). The project’s estimated award date is January 1, 2011.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- This roadway is very dangerous for cyclists, but this is a mill and fill project only and there are no restriping opportunities because the lanes are already too narrow.
- 2008 pavement condition ratings (PCR) on this segment of US-20 range between 61 - 64 (fair/poor condition). In 2011, when construction is scheduled, the deteriorated PCR will range between 53 - 55 (poor condition). NOACA's Regional Pavement Management System (RPMS) recommends major rehabilitation occur between Center Road and Townline Roa, and preventative maintenance occur between Townline Road and Green Road.
- This section of US-20 carries a total of five average weekday buses from Laketran route number 4.
