Minor Rehabilitation along I-90 and SR-2 in Lorain County

History/Background: This project is included in ODOT District 3’s Preservation (Highways & Bridges) Program.

Current Conditions: SR-2 is functionally classified as an urban freeway/expressway. The average daily traffic (ADT) is 45,170 vehicles per day with approximately 11 percent trucks (2005 count). I-90 is functionally classified as an urban interstate. The ADT is 64,160 vehicles per day with approximately 11 percent trucks (2005 count). The pavement width on SR-2 and I-90 is 38 feet (in each direction), including two lanes 12 feet wide, inside shoulders four feet wide and outside shoulders ten feet wide. The legal speed limit for SR-2 and I-90 is 65 miles per hour.

Proposed Project: This project involves minor rehabilitation along 3.17 miles of SR-2, from west of North Ridge Road to I-90 in Amherst, Amherst Township and Elyria Township and along I-90, from the Ohio Turnpike to west of SR-57, in Elyria Township and Elyria. The work includes pavement resurfacing, bridge maintenance, drainage, pavement marking and miscellaneous construction items. The total construction cost is estimated to be $5,946,644. The district will fund $5,026,644 of the construction cost from its Preservation (Highways & Bridges) Program. ODOT will fund $920,000 of the project. The ODOT District 3 production department will prepare the plans for the project. The project’s estimated award date is October 1, 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The section of this project on SR-2 carries one Lorain County Transit route (31), operating a total of 16 buses in the westbound direction only.
  • According to NOACA’s Regional Pavement Management System, projected pavement condition ratings (PCRs) for 2008 on this section of I-90 are 73-89 (fair to good condition). SR-2 has a 2008 projected PCR value of 77 (good condition). For 2011 PCRs along I-90 are projected to be 63-79 (fair to poor condition, to good condition). SR-2 PCR in 2011 is projected to be 67 (fair condition).
  • For this project there are 14 bridges to be rehabilitated (seven on I-90 and seven on SR-2); NOACA’s 2006 bridge file shows General Appraisal ratings of 5-6 (fair to satisfactory). The General Appraisal of a bridge is defined as the lowest rating for the bridges superstructure or substructure.
