Regional Pavement Management
There are about 3,000 miles of roadways within NOACA’s planning region (Cuyahoga, Geauga, Lake, Lorain and Medina counties) that are eligible for federal funding. These roads need to be maintained and sometimes repaired to ensure safe travel conditions.

To help manage and systematically plan regional roadway improvements, NOACA, with consultant Vanasse Hangen Brustlin, Inc., developed a Regional Pavement Management System (RPMS). Unique in the State of Ohio, this program:

  • helps local governments identify federal-aid eligible routes;
  • analyzes information about pavement conditions on all federal-aid routes in the region;
  • identifies and prioritizes road improvement projects throughout the region;
  • produces maps of current and projected pavement conditions, as well as planned projects, based on a variety of funding scenarios and/or repair strategies;
  • helps the NOACA Governing Board prioritize and stage funding for federal-aid transportation investments.
By making regional pavement information available to all communities, NOACA can help its partners plan better for future pavement projects. The NOACA RPMS uses ArcIMS, which is a GIS and web based viewing system that will be used by cities and counties. The ArcIMS site produces maps of pavement conditions and contains a variety of information relative to pavement segment inventory and condition. NOACA's Regional Pavement Management System received a National Planning Excellence Award from the Federal Highway Administration/Federal Transit Administration.
