Regional Pavement Management

There are about 3,000 miles of roadways in the NOACA region (Cuyahoga, Geauga, Lake, Lorain and Medina counties) that are eligible for federal funding.

To help manage and systematically plan regional roadway preservation and improvements, NOACA maintains a Regional Pavement Management System (RPMS) that:
  • Helps local governments identify federal-aid eligible routes
  • Analyzes information about pavement conditions on all federal-aid routes in the region
  • Identifies and prioritizes road improvement projects throughout the region
  • Provides maps of current and projected pavement conditions, as well as planned projects, based on a variety of funding scenarios and/or repair strategies
  • Helps the NOACA Governing Board prioritize and stage funding for federal-aid transportation investments
This system can also help NOACA’s partner communities plan for future pavement projects.

The NOACA RPMS uses ArcGIS Server, which is a web-based viewing system. The ArcGIS site produces maps of pavement conditions and contains a variety of information relative to pavement segment inventory and condition. Visit our GIS Portal page for more information on mapping and data.
